Minutes of the Frithville with Westville Parish Council Meeting 
held at Frithville Village Hall on
Tuesday 13th January 2026 commencing at 7.30pm

PUBLIC FORUM
There were no members of the public in attendance to ask questions or make short statements to the Parish Council during the time allocated.

1.    REMARKS BY CHAIRMAN
Cllr J Portess welcomed everyone to the meeting and wished everyone a Happy New Year.

2.     APOLOGIES FOR ABSENCE AND REASONS GIVEN
Cllr Smith had forwarded her apologies for absence of which the Parish Councillors were aware of the reason of which it was resolved to accept this reason.

3.     TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
There were no declarations of interest made.

4.    NOTES OF THE MEETING HELD ON TUESDAY 11th NOVEMBER 2025
It was proposed by Cllr Crawford, seconded by Cllr Petchell and resolved to accept these notes as a true and accurate record, of which are to be signed by the Chairman.

5.     REPORT FROM ANY OUTSIDE BODIES
ELDC Cllr Jones sent his apologies as he is away at the time of the meeting but did not forward any information to be relayed at the meeting.

LCC Cllr Matthews relayed the following:
•    Due to the Christmas period, there is not much to report.
•    Discovered at another Parish Council meeting that New York Primary School is not now going to used as a Special Needs School as previously been designated for following the amalgamation of New York with Frithville Primary School. It deems that Queen Elizabeth’s Grammar School and Banovallum will be managing this moving forward.
Following that there will be no school at this present site, Highways will be looking at the criteria of reversing the 30mph limit within its vicinity.

Cllr Petchell informed Cllr Matthews that there use to be a Speed Indicator sign near to Richardson’s Bridge approaching from Boston which had been knocked down several years ago but has not been replaced or made safe.

Cllr Matthews continued to relay that he is aware of the issue associated with the junction of Carrington Road/Westville Road/Cannister Lane. He will be talking to Highways to see if anything can be done.

Cllr Needs informed that notification of road closures with diversion routes down West Fen Drainside of which is not suitable for this. Cllr Matthews replied that is difficult to enforce diversion routes but if there are any concerns to email him and he will see what could be done.

Cllr Matthews also conveyed about the reorganisation of the local government of which is now in the hands of Central Government to decide on which way they prefer for this to go. For this to go ahead a decision will need to be known soon for the organisation of the Unitary Elections in May 2027 otherwise it would need to be District Elections again.

ELDC Cllr Ashton reported the following:
•    Drainage Boards are in the process of setting their Annual Budget of which it is looking at an increase of 4.5-5% with the Environmental Agency retreating from doing the Annual Maintenance.
•    The revision or the NPPF policy is ongoing

6.     POLICE MATTERS
According to Police.UK website:
During October 2025 six incidents were reported
2 x Criminal Damage and Arson on or near to Staunt Road
1 x Violence and Sexual Offence on or near to Park View
1 x Violence and Sexual Offence on or near to Fishtoft Drove
2 x Other Theft on or near to Boston Road

During November 2025 five incidents were reported
1 x Anti-social behaviour on or near to Staunt Road
1 x Violence and Sexual Offence on or near to West Fen Drainside
1 x Burglary on or near to Hale Lane
2 x Other Theft on or near to Boston Road

7.    FINANCIAL MATTERS
a.    Financial Report

Following payments of £8.50 for bank fees, the balance of the Community account prior to any payments being made is £8,492.32 and the balance of the Reserve account is £11,863.87.

It was proposed by Cllr Petchell, seconded by Cllr Needs and resolved that these payments should be made.

8.    PARISH MATTERS
a.    Quotes for Car Park fence

    Waiting to hear back from TJW Services if there is any increase on the previous quote.

b.    Emergency Planning
It was agreed to have a Joint Meeting with both Fishtoft and Sibsey Parish Council regarding this matter.

c.    Trees along West Fen Drainside
Waiting for quote, therefore deferred to next meeting.

9.     HIGHWAYS
a.    Parking outside Frithville Primary School

A letter has been sent to the school regarding the issue of parking outside Frithville Primary School but to date there has been no reply.

10.    PLANNING
a.    Report on any Planning application Information/Decisions

No Planning Applications or other planning information has been received.

11.    CORRESPONDENCE
The following correspondence has been received:

12.    ANY OTHER MATTERS FOR DISCUSSION ONLY
West Fen Drainside needs a sweeper. Drains have been pumped but the leaves etc around is causing them to be blocked.
