Minutes of Frithville with Westville Parish Council held via zoom on Tuesday 18th January 2022 commencing at 7.30pm

PUBLIC FORUM
There was one member of the public present of which no questions or short statements were made.
1. REMARKS BY CHAIRMAN
Cllr Clark welcomed all for attending this evening’s meeting
2. APOLOGIES FOR ABSENCE AND REASONS GIVEN
Cllr Petchell forwarded his apologies for absence of which the Parish Councillors were aware of the reason of which it was resolved to accept this reason.
3. TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
There were no declarations of interest.
4. NOTES OF THE MEETING HELD ON TUESDAY 30th NOVEMBER 2021 TO BE APPROVED AS THE MINUTES AND TO BE SIGNED BY THE CHAIRMAN
Following an amendment to the notes, it was proposed by Cllr J Portess, seconded by Cllr N Portess and resolved to accept these notes as a true and accurate record.
5. REPORT FROM ANY OUTSIDE BODIES
ELDC/LCC Cllr Ashton wished everyone a Happy New Year. He relayed the following information:
• ELDC meetings are little curtailed at the present due to the pandemic. The main topic is the new financial year’s budget. Believes this will be at the capped percentage as per previous years, though understands that the Drainage Boards are looking at increasing their share of the Council Tax by 5%.
• LCC are currently looking at the budget associated with Highways with looking at reducing this by 5% based on the belief the government will freeze their funds percentage based on the shortfall given the present financial year. Because of the shortage there is currently a Fix our funds to Fix our roads campaign to government following their shortfall of the £12m.
6. POLICE MATTERS
According to the Police.uk website four incidents were reported during November 2021.
Two incidents of Violence and Sexual Offence on or near to Carrington Road. Both still under investigation.
Two incidents were reported on or near to Westville Road
• 1 x Other Theft, still under investigation
• 1 x Public Order – Unable to prosecute suspect
7. HIGHWAYS
Notification has been received from LCC Highways regarding temporary traffic restriction between the 24th January until the 11th February 2022 along the B1184 between B1183 and A16 for reconstruction/resurfacing of carriageway.
Notification has also been received from LCC Highways of temporary traffic restriction in various areas between 3rd February and 2nd August 2023 for utility installation.
8. PLANNING
a. S/054/02485/21 – Erection of 1 no. block of 8 no. industrial units and creation of an area of hardstanding for the storage of containers and caravans – Cowbridge Business Park, Boston Road, Cowbridge
This application was being reviewed by the Planning Forum.
b. Report on any Planning Application information/decisions
The following information has been received:
• An appeal to the Planning Inspectorate in regard to the Land off Westville Road, Frithville has been dismissed.
• Retrospective permission has been granted for the installation of a recycling system containing a magnet, trommel, blower and picking lines at Westville Farm Yard, Northlands Road, Westville
• Full Planning permission has been granted for Change of use of land to form an extension to the existing domestic garden area and the erection of a detached garden room – Hawthorn House, Westville, Frithville
9. PARISH MATTERS
a. War Memorial fencing following accident – update
The quote submitted from Clayton’s was not done on official letter heading of which is a requirement in order to process. This was the lowest quote received and Zurich would like the works to be carried out by this company. Clayton’s have been contacted but nothing to date has been received. Zurich have been informed that we have chased their request but to no avail had a reply, of which their contact details have been given if they wish to pursue this request themselves.
All other information has been submitted as requested which includes the Parish Council’s bank details. We are now waiting to see how to proceed.
b. Outside light at Frithville Village Hall
This item was deferred to the next meeting.
c. Trees within Play Area
This item was deferred until the next meeting.
d. Consider joint training session with Carrington with New Bolingbroke Parish Council
Last month the clerk from Carrington with New Bolingbroke Parish Council asked if this Parish Council would consider participating in a joint training session with their Parish Councillors due to the course would be more sufficient being done face to face rather than being done remotely.
It was agreed that this would be beneficial with five of the councillors agreeing to attend.
10. FINANCIAL MATTERS
a. Financial Report
The balance of the Treasury Account before any payments are made is £3957.35 and that of the Reserve Account is £4173.08.

It was proposed by Cllr Needs, seconded by Cllr Crawford and resolved that these payments should be made.
c. Consider joining the LALC 2022 Training Scheme
The Councillors decided not to join the scheme.
