Minutes of the Frithville with Westville Parish Council Meeting held Tuesday 10th May 2022 at Frithville Primary School, 
West Fen Drainside, Frithville commencing at 7.10pm

PUBLIC FORUM
There were three members of the public present of which the following questions/short statements were made during the time allocated:
•    Potholes outside Nettleship House, West Fen Drainside have been reported several times on fix my street.  Don’t think that they are actually assessing the site effectively.
•    Why are potholes such a low priority on Highway’s list yet a major factor of Highways problems.
•    ELDC Cllr Jones said that he himself was frustrated with the severe number of potholes being ignored but will report the concerns to LCC Cllr Ashton.
•    There are several trees in the Playing Field that need attention.  Had offered in the past to contribute to the cost of the work.

Headmaster to Frithville Primary School reported the following:
•    Agrees with the concern of the number of potholes within the area and the lack of being rectified.
•    Speeding past the school is a major worry especially during the morning.
•    During the past couple of years, the key issue is the footfall of parents coming to look around the school and have been sticking to their local area.  Hopefully now that things have moved on the situation will change and parents can see the full aspect of what Frithville Primary School can offer their child.
•    There will be a Queens Jubilee Celebration being held at New York Primary School.

Cllr Roberts asked what has the situation been like with absences due to Covid?
The Headmaster replied that just after Christmas New York Primary School had to close for a day due to shortage of cleaners, though everyone else mustered together and helped to reopen.  Testing is no longer compulsory though if any staff or parent wishes to do so they still can, though does recommend that if they are positive to isolate for the five days.  Though there has been some impact on the school because of Covid not many of the children have been off during this time.

1.     ELECTION OF CHAIRMAN FOR THE FORTHCOMING YEAR – INCLUDING SIGNING OF THE DECLARATION
It was proposed by Cllr N Portess, seconded by Cllr Petchell and resolved that Cllr Clark should be the Chairman for the forthcoming year. The declaration was signed and witnessed by the proper officer.

2.     ELECTION OF VICE-CHAIRMAN FOR THE FORTHCOMING YEAR
It was proposed by Cllr Clark, seconded by Cllr Needs that Cllr J Portess should be the Vice-Chairman for the forthcoming year.

3.     APOLOGIES FOR ABSENCE AND REASONS GIVEN
All Parish Councillors were in attendance.

4.     TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
    No declarations were received.

5.     NOTES OF THE MEETING HELD ON TUESDAY 8th MARCH 2022 TO BE APPROVED AS THE MINUTES AND TO BE SIGNED BY THE CHAIRMAN
It was proposed by Cllr Maidens, seconded by Cllr Crawford and resolved to accept these notes as a true and accurate record.

6.     REPORT FROM ANY OUTSIDE BODIES
    LCC/ELDC Cllr T Ashton reported the following:
•    The partnership with East Lindsey District Council, Boston Borough Council and South Holland District Council have received £9.3m from the government prosperity fund towards the Level up Scheme.
•    150 families from the Ukraine have been homed within the Lincolnshire area.
•    New Code of Conduct is being reviewed at the next ELDC meeting and decided on whether to adopt this.
•    LTA are looking at bringing councils together to share experiences and help drainage boards as and where possible.

ELDC Cllr Jones reported the following:
•    Recommends visiting Lincoln Castle with all the planned activities during the year.
•    Festival over Wolds is running until mid-June.
•    Grants are available across the district to assist with Jubilee Celebrations.

7.     POLICE MATTERS
According to the Police.uk website the following were reported:
During January 2022 three incidents were reported 
One incident of Anti-Social Behaviour was reported on or near to Canister Lane.

One incident of Violence and Sexual Behaviour was reported on or near to Carrington Road – Unable to prosecute suspect.

One incident of Violence and Sexual Behaviour was reported on or near to Hale Lane – Unable to prosecute suspect.

During February six incidents were reported
Two incidents of Violence and Sexual Behaviour was reported on or near to Carrington – Still under investigation

Three incidents were reported on or near to Westville Road
2 x Anti-Social Behaviour
1 x Vehicle Crime – Investigation complete, no suspect found.

One incident of Violence and Sexual Behaviour was reported on or near to Church Lane – Still under investigation.

8.    AUDIT OF ACCOUNTS FOR 2021/22 FINANCIAL YEAR
The accounts for the financial year 2021/22 have been completed and reviewed by the Internal Auditor who reports that all this year’s accounts are satisfactory and in line with the guidance and regulations.
a.    Resolution of Section 1 – Annual Governance statement
This section was reviewed, assessed, proposed by Cllr Petchell, seconded by Cllr N Portess agreed and signed by the Chairman.

b.    Resolution of Section 2 – Accounting statement
This section was reviewed, assessed, proposed by Cllr Maidens, seconded by Cllr Crawford agreed and signed by the Chairman.

c.    Resolution of Certificate of Exemption
This section was reviewed, assessed, proposed by Cllr Petchell, seconded by Cllr J Portess agreed and signed by the Chairman.

9.    PARISH COUNCIL INSURANCE
The Parish Council Insurance renewal is due on 1st June 2022. As we opted for the Long-Term Agreement of five years with Zurich, we are in a contract with them until the renewal in 2026. The cost of this year’s fee is £364.68 and increase of £2.86.

10.    FINANCIAL MATTERS
a.    Financial Report

An error made by the PSPS the group that processes payments for East Lindsey District Council by which £1500 more was credited into the Parish Council’s Treasury account than the requested precept. They have thereby requested that the excess be repaid back to East Lindsey District Council which they are asking by bank recall. However, if this is unsuccessful, we would need to repay ELDC via cheque as soon as possible.

After speaking with Ellie at PSPS the request for the funds has been sent to the bank, however this is for the full amount of £8500, of which they will repay the correct amount of £7000 but they do not know how soon this will be until they know the request of funds have been received. Therefore, I recommend for the time being monies be transferred from the Reserve Account as working funds until we have a clearer picture of what actual monies are in the Treasury Account to be then transferred  back to the amount to the Reserve Account at a later date. Though the current balance of the Treasury Account following the receipt of the precept is £10960.80, the working balance is £2474.80 and that of the Reserve Account is £4173.28.

It was proposed by Cllr J Portess, seconded by Cllr Crawford and resolved that these payments should be made.

11.     HIGHWAYS
LCC Highways have responded in relation to the issue of the footpaths within the village saying “they acknowledge our concerns and accept that the highway has deteriorated slightly in condition. They have assessed the fault in accordance with their Highways Infrastructure Asset Management Plan and it does not require urgent action. If the fault deteriorates significantly then they will reassess the issue.”

Two residents have emailed regarding the speeding along Hale Lane and requesting consideration in this being reduced to a 40mph.

12.    PLANNING
a.    Report on any Planning application Information/Decisions

    The following planning application has been approved:
S/054/02485/21 – Erection of 1 no. block of 8 no. industrial units and change of use of agricultural land to create an area of hardstanding for the storage of containers and caravans – Cowbridge Business Park, Boston Road, Cowbridge.

13.    PARISH MATTERS
a.    War Memorial fencing following accident – update

Zurich have agreed the works associated with the claim made last year in relation to the fence around the War Memorial can be done by Lodge Fabrications Ltd due to Claytons no longer trading. They have therefore been contacted and informed that the Insurance company would like them to do the work.  Cllr J Portess informed that he had been contacted by Lodge Fabrications that they had received the notification to do the work but that due to circumstances the quote would need to be increased.

b.    Outside light at Frithville Village Hall
Cllr J Portess informed that the work will be done over the next couple of weeks with no charge.

c.    Fencing at Car Park
No quotes to date have been received.

Correspondence from Witham Fourth District Internal Drainage Board in response to the overgrown vegetation opposite the Primary School. They have it prescheduled to be cut but this will  not be until September after nesting season.

    The strip of grass between the footpath and the Council Houses needs to be cut.
