Minutes of the Frithville with Westville Parish Council Meeting held at Frithville Village Hall on Tuesday 8th November 2022 commencing at 7.30pm

PUBLIC FORUM
There was one member of the public present, but no questions/short statements were made during the time allocated:

1.     REMARKS BY CHAIRMAN
Cllr Clark welcomed everyone to the meeting and remarked that it had been a while since the last one due to having to cancel September’s meeting due to the mourning period due to the death of Her Majesty Queen Elizabeth II.

At 7.33pm it was resolved to bring agenda Item 5 forward to enable LCC/ELDC Cllr Ashton to give his report.

•    £5m has been added to the Highways funds to use to works to be done during this financial year.
•    Will be doing an assessment of his ward with Highways Officer Leyla Hardy to look at issues
•    A peer review has taken place across the working group to see how it is progressing.
•    It is believed that if the Drainage Boards have to increase their portion of the Council Tax in will eat into the District Council’s portion which is just manageable at present.  Think that the current 2% increase would be raised between 10-15%.

Cllr Roberts relayed that the local roads are seriously in need of attention especially larger potholes and subsidence of roads, therefore would this extra money be done to rectify the issues.

Cllr Ashton replied that there is no near future plan in place to get roads to their required need and isn’t really feasible, the extra money is more likely to be used on emergency work.

Cllr Roberts responded saying that the work on rural area roads need to be increased in priority.

Cllr Ashton answered that this is not going to happen as concentration will be on A and B roads.

Cllr J Portess relayed that the footpaths need looking into in the village as they are not exactly accessible and need rectifying sooner rather than later.

At 7.53pm it was resolved to go back to agenda order

2.     APOLOGIES FOR ABSENCE AND REASONS GIVEN
Cllr Needs forwarded his apologies for absence of which the Parish Councillors were aware of the reason of which it was resolved to accept this reason.

3.     TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
    No declarations were received.

4.     NOTES OF THE MEETING HELD ON TUESDAY 12th JULY 2022 TO BE APPROVED AS THE MINUTES AND TO BE SIGNED BY THE CHAIRMAN
It was proposed by Cllr Crawford, seconded by Cllr J Portess and resolved to accept these notes as a true and accurate record.

5.     REPORT FROM ANY OUTSIDE BODIES
Prior to this meeting no apologies had been received from either ELDC Cllr Jones or any information sent.

6.     POLICE MATTERS
According to the Police.uk website the following were reported:
During June 2022 there were two incidents 
1 x incident of Violence and Sexual Crime was reported on or near to Westfield Road – Offender given a caution
1 x incident of Violence and Sexual Crime was reported on or near Carrington Road – Unable to prosecute suspect

During July 2022 there were two incidents
1 x incident of Other Theft was reported on or near to Westfield Road – Still under investigation
1 x incident of Criminal Damage and Arson was reported on or near to Park View – Investigation complete, no suspect identified

During August 2022 there were six incidents
1 x incident of Anti-social behaviour was reported on or near to Staunt Road
1 x incident of Vehicle Crime was reported on or near to Carrington Road - Investigation complete, no suspect identified
2 x incidents of Criminal Damage were reported on or near to West Fen Drainside – Still under investigation
1 x incident of Other Theft was reported on or near to Park View – Investigation complete, no suspect identified
1 x incident of Burglary was reported on or near to West Fen Drainside - Investigation complete, no suspect identified,

7.     HIGHWAYS
a.    Footpaths

This matter was reported earlier in the meeting to LCC/ELDC Cllr Ashton.

8.    PLANNING
a.    Report on any Planning application Information/Decisions

ELDC have refused planning permission for Outline Planning Permission of 1 no. dwelling – Ivy House, Carrington Road, Frithville

9.    PARISH MATTERS
a.    Trees in Play Area – quotes received

It was thought that a site visit to assess what priority work would need to be carried out first with the rest being done over a period of two to three years and to consider budgeting £2000 for tree work

It was proposed by Cllr J Portess, seconded by Cllr Maidens and resolved that these payments should be made.

c.    Set budget for 2023/2024 Financial Year Precept
After evaluating the budget circulated it was proposed by Cllr Petchell, seconded by Cllr Maidens to preliminary set the precept to £8600 and be reviewed at the January 2023 meeting.

The Banner of the bridge near to the school needs moving as blocks required vision.
