Minutes of Frithville with Westville Parish Council held via zoom on Tuesday 8th March 2022 commencing at 7.30pm
PRESENT: Cllr S Clark presiding as Chairman
Cllr B Needs, Cllr N Portess, Cllr A Crawford, Cllr G Petchell, Cllr C Roberts and Cllr J Maidens

PUBLIC FORUM
There was one member of the public present of which no questions or short statements were made.
1. REMARKS BY CHAIRMAN
Cllr Clark welcomed all for attending this evening’s meeting
2. APOLOGIES FOR ABSENCE AND REASONS GIVEN
Cllr J Portess forwarded his apologies for absence of which the Parish Councillors were aware of the reason of which it was resolved to accept this reason.
3. TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
There were no declarations of interest.
4. NOTES OF THE MEETING HELD ON TUESDAY 18th JANUARY 2022 TO BE APPROVED AS THE MINUTES AND TO BE SIGNED BY THE CHAIRMAN
It was proposed by Cllr J Maidens, seconded by Cllr N Portess and resolved to accept these notes as a true and accurate record.
5. REPORT FROM ANY OUTSIDE BODIES
• Neither ELDC Cllr Jones or LCC/ELDC Cllr Ashton were not in attendance and had not forwarded any reports or information.
6. POLICE MATTERS
According to the Police.uk website four incidents were reported during December 2021.
Two incidents were reported on or near to Thacker’s Road
• 1 x Vehicle Crime – Investigation complete, no suspect identified
• 1 x Violence and Sexual Offence – Still under investigation
One incident of Vehicle Crime was reported on or near to Boston Road of which investigation is complete with no suspect identified
One incident of Public Order was reported on or near to Hale Lane of which resulted in unable to prosecute the suspect.
7. HIGHWAYS
Notification had been received from LCC Highways in association with future Surface Dressing scheme between 1st April 2022 and 30th September 2022 - exact dates not yet known. The area being addressed is B1184 Hale Lane.
Notification had been received from LCC Highways in association with temporary traffic restriction between the 12th and 14th April 2022 by Anglian Water at Northlands for a Stop Tap repair.
Cllr Needs relayed that LCC Highways have marked potholes both on the bridge and near to the school. He also conveyed that the Dog poo bin has a hole in it and there is hole near the footpath that has exposed wires.
8. PLANNING
No planning applications had been received for consultation since the last meeting.
a. Report on any Planning Application information/decisions
There was no planning application information or decisions to report.
9. PARISH MATTERS
a. War Memorial fencing following accident – update
Zurich has been notified that Clayton’s are no longer in business and unable to continue with the work at the War Memorial, therefore now waiting to hear how to proceed.
b. Outside light at Frithville Village Hall
This item was deferred to the next meeting.
c. Trees within Play Area
The agenda item was deliberated, and it was queried as to whether at this time it was a priority as the fencing at the car park was deemed more of a Health and Safety issue. After consideration it was decided for the present moment not to pursue the cutting back of the trees in the Play Area but to look at getting quotes for new fencing, though maybe also to look into longer posts with various companies to replace current ones.
d. Car Park Maintenance Contract 2022/2023
Only one quote was received, therefore after deliberation it was resolved to accept this quote.
10. FINANCIAL MATTERS
a. Financial Report
The balance of the Treasury Account before any payments are made is £3622.35 and that of the Reserve Account is £4173.08.

It was proposed by Cllr Maidens, seconded by Cllr Petchell and resolved that these payments should be made.
c. Consider joining the LALC 2022 Training Scheme
With the view that a Councillors Training event was taking place in the new financial year that the joining of the Training Scheme was more economical. Therefore, it was resolved to join. Cheque 000363 for £132 was raised.

12. ANY OTHER MATTERS FOR DISCUSSION ONLY
Cllr N Portess asked that the B1183 to Shorts Corner road surfacing was missed? Are there any future plans to have this done?
Cllr Needs asked if in the future the overgrown grass along the bankside opposite the Primary School was going to be cut?
13. DATE OF THE NEXT MEETING
The date of the next Frithville with Westville Parish Council as previously scheduled is Tuesday 10th May 2022 to immediately follow the Annual Parish Meeting being held on the same evening commencing at 7pm.
