Agenda of the Frithville with Westville Annual Parish Council meeting held at Frithville Village Hall on Tuesday 16th May 2023 commencing after the Annual Parish Meeting starting at 7pm
Members of the public and press are welcome to attend
Item 4 is for the public forum for a maximum of 15 minutes where members of the public may ask questions or make short statements to the Parish Council. Item 5 a small, allocated time will be set aside to receive reports from elected Members of Lincolnshire County Council, East Lindsey District Council and other outside bodies.
1. To elect a Chairman for the forthcoming financial year
2. To receive the Declaration of Acceptance of Office of Chairman to Frithville with Westville Parish Council 2023/2024
3. To elect a Vice-Chairman for the forthcoming year
4. Public Forum
To resolve to suspend the meeting for a maximum of 15 minutes to allow members of the public to ask questions or make short statements to the Council
5. Report from any Outside Bodies
To receive any information from ELDC and/or LCC Councillor
6. Remarks by Chairman
7. Apologies for absence and reasons given
To receive and accept apologies where valid reasons for absence has been given to the Clerk prior to the meeting.
8. To receive any Declarations of Interest in accordance with the requirements of the Localism Act 2011, and to consider any applications for dispensations in relation to Disclosable Pecuniary Interests.

To resolve as a correct record and to authorise the Chairman to sign the minutes
10. Police Report
Report on any law-breaking activities within the Parish and any additional Crime Prevention information
11. Annual Governance and Accountability Return (AGAR) 2022/2023
a. To approve the Annual Governance Statement (Section 1 of the Annual Governance and Accountability Return (AGAR) for financial year 2022/2023 and authorise signing by Chairman and Responsible Financial Officer
b. To approve the Accounting Statement (Section 2 of the AGAR) for financial year 2022/2023 and authorise signing by the Chairman and Parish Clerk
c. To approve the Certificate of Exemption (of AGAR Form 2) for financial year 2022/2023 and authorise signing by Chairman and Responsible Financial Officer
12. To approve renewal of Parish Council Insurance

b. To approve payments to be made
14. Highways
Any issues regarding Highway matters can be discussed by the Parish Councillors only but any items raised for decision will appear on the agenda of the next meeting.
15. Planning
The following planning application was reviewed by the Planning Forum
a. S/054/00501/23 – Change of use, conversion of, extensions and alterations to the existing workshop to provide an annexe – Westmead, West Fen Drainside, Frithville/
b. Report on any Planning Application information/decisions
No other planning applications have been received prior to this notice but any other issues regarding planning matters can be discussed by the parish councillors only but any items raised for decision will appear on the agenda of the next meeting.

18. Date of next meeting
The date of the next meeting as previously scheduled is Tuesday 11th July 2023
