Minutes of the Annual Frithville with Westville Parish Council Meeting held Tuesday 14th May 2024 at Frithville Primary School, West Fen Drainside, Frithville commencing at 7.06pm

1.     ELECTION OF CHAIRMAN FOR THE FORTHCOMING YEAR 
It was proposed by Cllr Needs, seconded by Cllr Petchell and resolved that Cllr J Portess should be the Chairman for the forthcoming year. 

2.    TO RECEIVE THE DECLARATION OF OFFICE OF CHAIRMAN OF FRITHVILLE WITH WESTVILLE PARISH COUNCIL 2024/2025
The declaration was signed by Cllr J Portess and witnessed by the proper officer.

3.     ELECTION OF VICE-CHAIRMAN FOR THE FORTHCOMING YEAR
It was proposed by Cllr N Portess, seconded by Cllr Smith that Cllr Roberts should be the Vice-Chairman for the forthcoming year.

4.    PUBLIC FORUM
There were no members of the public present to ask any questions or make short statements during the time allocated:

5.    REPORT FROM ANY OUTSIDE BODIES
Prior to this evening’s meeting, no apologies have been received from either ELDC Cllr Jones or LCC/ELDC Cllr Ashton or any reports forwarded for the Parish Council’s information.

6.    REMARKS BY THE CHAIRMAN
Cllr J Portess thanked all the Councillors for their vote in confidence in him and thanked them for their support and the clerk for hers.

7.     APOLOGIES FOR ABSENCE AND REASONS GIVEN
Prior to this evening’s meeting no apologies have been received by the clerk.

8.     TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
No declarations of interest were received.


9.     NOTES OF THE MEETING HELD ON TUESDAY 12th MARCH 2024 TO BE APPROVED AS THE MINUTES AND TO BE SIGNED BY THE CHAIRMAN
It was proposed by Cllr Maidens, seconded by Cllr Petchell and resolved to accept these notes as a true and accurate record.

10.     POLICE MATTERS
According to the Police.UK website:
During February 2024 there were two incidents reported
One incident of Violence and sexual offence was reported on or near to Hale Lane – Still under investigation

One incident of Anti-social behaviour was reported on or near to West Fen Drainside

During March 2024 three incidents were reported
One incident of Anti-social behaviour was reported on or near to Fishtoft Drove

Two incidents were reported on or near to West Fen Drainside
1 x Vehicle Crime – Still under investigation
1 x Violence and sexual offence – Unable to prosecute suspect

11.    ANNUAL GOVERNANCE AND ACCOUNTABILITY RETURN (AGAR) 2023/2024
The accounts for the financial year 2023/24 have been completed and reviewed by the Internal Auditor who reports that all this year’s accounts are satisfactory and in line with the guidance and regulations.
a.    To approve the Annual Governance Statement (Section 1 of the Annual Governance and Accountability Return (AGAR) for financial year 2023/2024 and authorise signing by Chairman and Responsible Financial Officer
This section was reviewed, assessed and proposed by Cllr N Portess, seconded by Cllr Needs and resolved to be signed by the Chairman and Responsible Financial Officer.

b.    To approve the Accounting Statement (Section 2 of the AGAR) for financial year 2023/2024 and authorise signing by the Chairman and Parish Clerk
This section was reviewed, assessed and proposed by Cllr Petchell, seconded by Cllr Roberts and resolved to be signed by the Chairman and Parish Clerk.

c.    To approve the Certificate of Exemption (of AGAR Form 2) for financial year 2023/2024 and authorise signing by Chairman and Responsible Financial Officer
This section was reviewed, assessed and proposed by Cllr Petchell, seconded by Cllr Needs and resolved to be signed by the Chairman and Responsible Financial Officer.

12.    TO APPROVE RENEWAL OF THE PARISH COUNCIL INSURANCE
The Parish Council Insurance renewal is due on 1st June 2024. The clerk relayed that as the Parish Council opted for a Long-Term Agreement of five years with Zurich, they are in a contract with them until the renewal in 2026. Therefore, the cost of this year’s fee is £395.11 an increase of £10.68.  It was thereby resolved to renew the Parish Council Insurance.

13.    FINANCIAL MATTERS
a.    Financial Report

The balance of the Treasury account after receiving the annual precept and prior to any payments being made is £12,387.82. After transferring £2,000 from the Treasury account at the end of the financial year, the balance of the Reserve account is £6,238.79.

It was proposed by Cllr Roberts, seconded by Cllr Petchell and resolved that these payments should be made.

14.     HIGHWAYS
Cllr Smith relayed that the Bus Service along Frith Bank has been reduced, information conveyed is there is a problem with Brylaine and the Highways Department as the road is not suitable for service hence why there is no full service within this area and has been rerouted to Frithville and Canister Lane. This has left several residents isolated which has resulted in them using taxis which is a personal costly expense. Call Connect is available but this is not a user-friendly service

Fly tipping within the area was discussed of which it was reported that if ELDC are informed they will deal with this and it was noted that the penalty for this has increased but can only be issued if the culprit is known.

The issue relating to the driveway and footpath outside Riverway, West Fen Drainside has been fixed however this in not been done to a satisfactory standard as only been done with raw materials and is loose and still dangerous.

The damaged grit bin located near to the Fishtoft Drove/West Fen Drainside will be issued with a new one later in the year and relocated to the recommended area.

Notification has been received from LCC Highways relating to a temporary restriction  on 26th and 27th May 2024 for a 40mph speed limit order along the B1183 (between Westville Road and Beechers Lane) in association with the Steam Rally event occurring during these days.

The 7-mile straight potholes etc has only been rectified at a low standard and really needs a more substantial repair.

15.    PLANNING
a.    Report on any Planning application Information/Decisions

The following notifications have been received from ELDC Planning
Full Planning permission has been granted for
•    Change of use of agricultural land to create an extension to an area of hardstanding at Land west of Riverside Cottage, Trader Bank, Frithville
•    Extension to existing dwelling to provide additional living accommodation at 2 Coronation Cottage, Canister Lane, Frithville

Consent to display an advertisement has been given at Drayton Motors, Frith Bank, Frithville

16.    PARISH MATTERS
a.    Playing Field

No quotes to date have been received in relation to shot blasting of goal posts.

It was reported that every Thursday the Primary School has been using the field for sports with permission asked and granted to use this area for their Sports Day on the 20th June 2024.

A query was raised in relation to the former litter bin that was in this vicinity as to whether this was going to be replaced. The decision was made not to at present but to review this if a problem occurs within the area.

At 8.04pm it was resolved to go back to Item 5 on the agenda for the District and County Councillors who recently arrived at the meeting to give their reports.

ELDC Cllr Jones relayed the following:
•    The ELDC Pride Teams are looking for jobs within the district and if any parishes have anything that they believe would benefit the area to contact them.
•    A flypast over Gypsy Bridge Primary School is scheduled to mark the 80th Anniversary of D-Day on 6th June 2024.
•    Grants are available for projects within the ELDC parishes

The issue relating to the suggested pylons in the area and any information relating to EGL3 and EGL4 was discussed with LCC/ELDC Cllr Ashton as well as the B5 Bus Route.

At 8.28pm it was resolved to go back to agenda order

18.    ANY OTHER MATTERS FOR DISCUSSION ONLY
Cllr Petchell asked about the Speed Awareness Signs as discussed at the previous meeting. Cllr J Portess replied that he has spoken with the Chair of the PTA and given formal permission from the Parish Council to go ahead with the scheme and will help them if and when required.

19.    DATE OF THE NEXT MEETING
The next Frithville with Westville Parish Council meeting is scheduled to be on Tuesday 9th July 2024.
