Minutes of the Frithville with Westville Parish Council Meeting held at Frithville Village Hall on Tuesday 12th November 2024 commencing at 7.30pm

PUBLIC FORUM
There were no members of the public in attendance to ask any questions or make any short statements during the time allocated.
1. REMARKS BY CHAIRMAN
Cllr J Portess welcomed everyone to the meeting.
2. APOLOGIES FOR ABSENCE AND REASONS GIVEN
Cllrs Smith and N Portess had forwarded their apologies for absence of which the Parish Councillors were aware of the reasons of which it was resolved to accept these reasons.
3. TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
Cllr Crawford declared an interest in Item 10a on the agenda.
4. NOTES OF THE MEETING HELD ON TUESDAY 10th SEPTEMBER 2024 TO BE APPROVED AS THE MINUTES AND TO BE SIGNED BY THE CHAIRMAN
It was proposed by Cllr Crawford, seconded by Cllr Roberts and resolved to accept these notes as a true and accurate record.
5. REPORT FROM ANY OUTSIDE BODIES
At this time there were no members from District or County Council present at the meeting.
6. POLICE MATTERS
According to the Police.uk website:
No incidents were reported during August 2024
During September 2024 one incident of Other theft was reported on near B1183 (Boston Road) – Still under investigation
7. FINANCIAL MATTERS
a. Financial Report
The balance of the Treasury account prior to any payments being made is £9,594.95. The balance of the Reserve account is £6,269.00.

It was proposed by Cllr Petchell, seconded by Cllr Crawford and resolved that these payments should be made.
c. Discuss Lloyds Letter informing change from Treasury to Community Account
A letter had been received from Lloyds Bank notifying that they were changing the current Treasury Account into a Community Account which would from January 2025 incur fees for usage.
The clerk relayed that she had researched into other accounts of which majority of them incur fees for usage. After deliberation it was decided to keep the Parish Council funds at Lloyds Bank.
At 7.45pm it was resolved to go back to Agenda Item 5
ELDC Cllr Jones reported the following:
• The Scrutiny Panel are looking into Global Warming of which they are reviewing the agency in which they buy from and if the rules and regulations are being followed. Information regarding this will be forwarded to Parish Councils when details are acknowledged.
• A Scrutiny Panel has been set up to see how the District Council can aid Parish Councils
• Funds are still available in the Councillor’s Community Grant Scheme
LCC/ELDC Cllr Ashton reported the following:
• Looking at having a site meeting in the village with the Highways Officer to look at concerns in the parish.
• A planning application association with Solar Panels is being reviewed
• Environmental Agency have reported to the District Council that they are looking at reinforcing sea defences due to deterioration.
• There will be a press release in relation to the Nuclear Disposable Facility at Theddlethorpe
At 7.58pm it was resolved to go back to agenda order
d. Set budget for 2025/2026 precept
The circulated budget was evaluated by the Parish Councillors. After deliberation it was proposed by Cllr Petchell, seconded by Cllr Maidens and resolved to request a £10,000 precept for the 2025/2026 financial year.
Following the evaluation of funds the clerk was asked to transfer £1500 to the Savings Account from the Treasury Account.
8. PARISH MATTERS
a. Playing Field
The following was reported:
• There is no information relating to having the goal posts refurbished.
• Ground Maintenance is adequately being managed
• Cllr J Portess relayed that he has asked the contractor to do the hedges in the field.
b. Trees along bank
It was believed best that the trees that have self-set themselves should be removed before they grow any larger.
Cllr J Portess relayed that he will speak with Witham Fourth following correspondence received associated with the junction corner foliage and corner of B1183 dyke.
c. Hedge in Car Park
One quote received from contractor in relation to cutting the car park hedge but felt that needed another quote for comparison before any decision was made.
9. HIGHWAYS
a. Interactive Signs
Costings into have an Interactive sign would be per unit approximately £2250 per unit.
The clerk was asked to apply for the ELDC Councillor’s Community Grant to see if funding could be obtained to aid with purchasing an Interactive Sign unit.
10. PLANNING
a. S/054/01493/24 – Erection of replacement dwelling – Jasmine, Carrington Road, Frithville
During the discussion of the planning application Cllr Crawford was allowed to remain in the room though was not allowed to make any comments associated with this. Following deliberation there were no objections to this planning application.
b. S/054/01567/24 – Erection of a replacement office building and demolition of existing office and toilet - Westville Farm Yard, Northlands Road, Westville
There were no objections to this planning application.
c. Report on any Planning application Information/Decisions
One further planning application has been received since the setting of the agenda. S/054/01666/24 – Determination of whether or not Prior Approval is required for the siting and appearance of 1no. proposed 25m lattice tower supporting 3 no. antennas, 2 no. transmission dishes, 3 no. equipment cabinets, 1 no. meter cabinet and the erection of palisade fencing 1.8m in height – Castledyke Farm, Castledyke Bank, Gipsey Bridge, Boston

13. DATE OF THE NEXT MEETING
a. To set dates for forthcoming 2025 Parish Council meetings
A draft schedule of dates was circulated to the Councillors of which were agreed. Therefore, the date of the next meeting will be Tuesday 14th January 2025.
