Minutes of the Frithville with Westville Parish Council Meeting held at Frithville Village Hall onTuesday 10th September 2024 commencing at 7.30pm

PUBLIC FORUM
There was one member of the public in attendance, of which the following questions/short statements were made during the time allocated:
• Speeding down Canister Lane, is there anything the Parish Council can do help with this matter?
• The bridge junction meeting B1183/B184 from the right the chevron sign blocks visibility
Cllr J Portess relayed that the Parish Council have asked for a roundabout to be sited at this location as believe this would aid with several issues that this area creates but according to LCC Highways the vicinity does not meet significant criteria. The Parish Council have also asked through the assistance of LCC Cllr Ashton for different signage but it is viewed that there is no need for change.
ELDC Cllr Jones reported the following:
• Due to the August break, there is not much to report.
• The Councillors' Community Grants Scheme is available.
• East Lindsey Investment Fund of £10m is available. Its purpose is to revitalise town centres and support local businesses and events and would like to see some of this money be used in rural areas.
• There is to be a new recognition award event each year to celebrate the local community champions who make East Lindsey a great place to live, work and visit. The four categories are Outstanding Achievement, Group, Individual and Youth Champion.
• At a recent Overview Committee meeting, a Crime & Disorder Report was evaluated and discussed of which included anti-social behaviour and the impact it has on towns and villages.
LCC/ELDC Cllr Ashton reported the following:
• Currently waiting the understanding of the new Governments requirements associated with Planning including consultations relating to the NPFF (National Planning Policy Framework).
Within this there is a requirement to have 150% increase in housing within East Lindsey. ELDC are hoping that this requirement will be looked into and the volume reduced as the market and economy is not sustainable.
• Road repairs along the Drainside to Bunker’s Hill is completed.
• LCC Highways are not being overactive due to concerns associated with the new Government, one point being the £110m the was awarded from the Department of Transport for the Lincoln Bypass is on hold as unsure if the funds will not be available to do the project.
Cllr J Portess thanked Cllr Ashton for his efforts with the request for the roundabout at the junction. Cllr Ashton relayed that though he has lost the argument in this matter along with having stop signs he is cautiously optimistic that he may be able to get speed reductions with this area.
Cllr Roberts relayed that though the new road surface to Bunkers Hill though this has been done fantastically, it has resulted in the level of the road being higher than it was and there is very little in verge either side. Though some sort of edging has been laid to build up some sort of ledge, though stressed his concern that the road has become a more dangerous one, by becoming a faster road which in the event that the vehicle comes of the road towards the drain there is a very steep fall.
Cllr Ashton relayed that he thinks that part of construction, it has been reinforced with a mesh was laid under the surface. To look on a view that there is a massive improvement and though it may not be perfect if someone is to be coming off that road unfortunately that is the case, though should be less occurrence now the surface is better than it was before.
Cllr J Portess asked now that there is a new surface would this area be gritted, of which Cllr Ashton responded no. He did relay though that he could look into have white lines painted at the side, though not a legal requirement it does help with visibility.

Cllr J Portess welcomed everyone to the meeting.
2. APOLOGIES FOR ABSENCE AND REASONS GIVEN
Cllrs Needs and Maidens had forwarded their apologies for absence of which the Parish Councillors were aware of the reasons of which it was resolved to accept these reasons.
3. TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
No declarations were received.
4. NOTES OF THE MEETING HELD ON TUESDAY 9th JULY 2024 TO BE APPROVED AS THE MINUTES AND TO BE SIGNED BY THE CHAIRMAN
It was proposed by Cllr Crawford, seconded by Cllr J Portess and resolved to accept these notes as a true and accurate record.
5. REPORT FROM ANY OUTSIDE BODIES
Reports were given by District and County Councillors previously in the meeting. There were no further reports to relay.
6. POLICE MATTERS
According to the Police.uk website:
During May 2024 one incident of Anti-social behaviour was reported on or near to Carington Road
During June 2024 one incident of Vehicle crime was reported on near to Park View - Investigation complete; no suspect identified
No incidents were reported during July 2024
Cllr Roberts reported that the sign near J& S Lunn property has been defaced.
7. FINANCIAL MATTERS
a. Financial Report
The balance of the Treasury account prior to any payments being made is £10,020.95. The balance of the Reserve account is £6,263.85.

It was proposed by Cllr Roberts, seconded by Cllr Petchell and resolved that these payments should be made.
8. PARISH MATTERS
a. Playing Field
The following was reported:
• There is no information relating to having the goal posts refurbished.
• Clerk relayed a request from Cllr Needs was it ok to inform the contractor that he can cut the hedges. This was agreed.
Cllr Petchell asked if the Primary School were still using the Playing Field. Cllr J Portess relayed that prior to the Summer School holidays the school still was and had used it for the Sports Day event.
Cllr N Portess asked if the Councillors' Community Grants Scheme could aid with projects in the Playing Field for example replacing the goal posts.
b. Trees along bank
The bottom of the bank is full of trees which need cutting back. Though with the extinct of this being large project this would need to be done over a split period, especially to take into consideration of the cost of this matter.
Dyke opposite village hall also have trees growing there of which need being cut back before too much growth which would add to the poor visibility within this area.
Cllr Crawford relayed that the fence around the dyke adjacent to the car park is not adequate due to the growth of the trees/foliage.
9. HIGHWAYS
The following matters were discussed:
• A query was raised if work scheduled to be done along Canister Lane is still within this years’ work program and if so, what the timescale is for this.
• Cllr Smith relayed that the corner verge of Hale Lane is dangerous and needs cutting back due to poor visibility.
• At Richardson’s Bridge the stub of the former Interactive Sign is still there and has been hit. Asked if the sign would ever be replaced or if not for the stub to be removed.
In addition, there is a tree sapling growing on the bridge that needs to be looked at as if left to grow in this vicinity could cause a problem at a later date.
10. PLANNING
a. Report on any Planning application Information/Decisions
There were no planning application information or decisions to report.
11. CORRESPONDENCE
The following correspondence has been received:
• ELDC Media Release - Station Leisure & Learning Centre, Mablethorpe set to open to the public
• LALC e-news 12th July 2024, 9th & 23rd August 2024 and 6th September 2024
• ELDC Media Release - Planning applications submitted to extend visitor offer for Alford Windmill and Alford Manor House
12. ANY OTHER MATTERS FOR DISCUSSION ONLY
The following were discussed:
• When is the replacement salt bin near to Fishtoft Drove junction going to be sited?
• Trees at the car park entrance are growing into the electrical cables and need cutting back.
• The hedge in the car park needs cutting back. Clerk to obtain a quote for the work to be done.
• Trees growing from the Church grounds adjacent to the car park are dangerous and looking at falling therefore need assessing.
