Minutes of the Frithville with Westville Parish Council Meeting held at Frithville Village Hall on Tuesday 9th July 2024 commencing at 7.30pm

PUBLIC FORUM
There were four members of the public in attendance, of which the following questions/short statements were made during the time allocated:
• Mr Davy introduced himself as the interim Head Teacher for Frithville Primary School
• Leanne Digby informed that she was current Chairperson for Frithville PTA and relayed that a Speed Watch Programme was in place with the children collaborating with the police in aiding to reduce the speeding of vehicles outside the school.
• Two residents attended the meeting who recently moved into the parish from Essex to see what happens at a Parish Council meeting. They relayed that how disappointing it was that the Cowbridge Industrial Estate had suddenly expanded in a way that was not appropriate for the neighbouring residents.
1. REMARKS BY CHAIRMAN
Cllr J Portess welcomed everyone to the meeting.
2. APOLOGIES FOR ABSENCE AND REASONS GIVEN
Cllrs Needs, Smith and Petchell had forwarded their apologies for absence of which the Parish Councillors were aware of the reasons of which it was resolved to accept these reasons.
3. TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
No declarations were received.
4. NOTES OF THE MEETING HELD ON TUESDAY 14th MAY 2024 TO BE APPROVED AS THE MINUTES AND TO BE SIGNED BY THE CHAIRMAN
It was proposed by Cllr Maidens, seconded by Cllr Roberts and resolved to accept these notes as a true and accurate record.
5. REPORT FROM ANY OUTSIDE BODIES
Prior to this evening’s meeting, no apologies have been received from either ELDC Cllr Jones or LCC/ELDC Cllr Ashton or any reports forwarded for the Parish Council’s information.
6. POLICE MATTERS
During April 2024 two incidents were reported
One incident of Anti-social behaviour was reported on or near to West Fen Drainside
One incident of Violence and sexual offence was reported on or near to Willows Lane – Still under investigation
7. FINANCIAL MATTERS
a. Financial Report
Following the Direct Debit Payment to ICO for £35 in association with the Annual Data Protection Fee, the balance of the Treasury account prior to any payments being made is £10,486.95. The balance of the Reserve account is £6,245.90.

It was proposed by Cllr Maidens, seconded by Cllr Crawford and resolved that these payments should be made.
At 7.45pm it was resolved to go back to Item 5 on the Agenda
ELDC/LCC Cllr Ashton relayed that due to purdah regulations because of the recent General Election not much District or County Council business had been able to proceed fully, but reported the following information:
• East Midlands Railway have informed there will be new platforms to Skegness subject to franchise over the next couple of years to include an improvement in timetables especially with the link at Sleaford to aid at reducing the waiting times between the links.
Cllr J Portess asked if any further information was known relating to the Brylaine Bus Service route. Cllr Ashton replied that he would try and look into this.
ELDC Cllr Jones reported the following:
• District Councillor grants are now available to the Parish Council’s and relevant Community Groups.
• There will be a larger Community Grant available for aid with Community projects.
Cllr J Portess asked if these grants would aid in purchasing a Speed Camera. Cllr Jones said Yes.
At 7.56pm it was resolved to go back to agenda order
8. PARISH MATTERS
a. Playing Field
The following was reported:
• The Primary School are using the Playing Field for sports.
• There was an issue with the grass cutting but this has since been rectified. Cllr Needs will be observing this over the coming months.
• The refurbishment of the goal post is a project still to be dealt with.
• Since the removal of the bin there has been no incidents with litter in the area.
9. HIGHWAYS
Cllr Roberts relayed that according to a news report he had heard recently on the radio that the is a £6m project for the roads of Lincolnshire. Leagate Road along with many roads are one of the worst in the county. There is a concern that they are only ‘papering over the cracks’ than actually dealing with the matters in more detail causing which is resulting in jobs constantly repeating.
10. PLANNING
a. Report on any Planning application Information/Decisions
Full planning permission has been given for the erection of a replacement dwelling and detached garage which is to be demolished. Conversion of, extensions and alteration to existing joiners’ workshop to form an attached annexe. Change of us of land from commercial to domestic to extend the existing domestic curtilage – Westmead, West Fen Drainside, Frithville
11. CORRESPONDENCE
The following correspondence has been received:

• Email from Environmental Agency re Maintenance taking place in the parish
Cllr J Portess relayed following a conversation with Witham Fourth Internal Drainage Board that there has only been a half cut along the Drain Bank and unsure if there would be any additional cuts especially as Drainage Boards are dealing with more major concerns due to the excessive weather and flooding.
The trees were discussed as they need to be assessed to see whether any need to be cut back or any other issues to be dealt with especially the area near to the Primary School and Bridge. The Councillors agreed to Cllr J Portess to evaluate the area to see that for which would need to be budgeted.
12. ANY OTHER MATTERS FOR DISCUSSION ONLY
The following were discussed:
• Problem with road safety near Canister Lane
• The new noticeboard is in place – It was asked the Parish Council are happy for Community Notices to be displayed – It was relayed that if these were appropriate notices and benefited the community that there would be no problem with this.

The next scheduled Parish Council meeting is Tuesday 10th September 2024.
