Minutes of the Frithville with Westville Parish Council Meeting held at Frithville Village Hall onTuesday 17th January 2023 commencing at 7.30pm

PUBLIC FORUM
There were no members of the public present, to ask any questions or make short statements during the time allocated:

1.     REMARKS BY CHAIRMAN
Cllr Clark welcomed everyone to the meeting and wished everyone a happy prosperous and healthy New Year.

2.     APOLOGIES FOR ABSENCE AND REASONS GIVEN
No apologies had been received prior to the meeting.

3.     TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
    No declarations were received.

4.     NOTES OF THE MEETING HELD ON TUESDAY 8th NOVEMBER 2022 TO BE APPROVED AS THE MINUTES AND TO BE SIGNED BY THE CHAIRMAN
It was proposed by Cllr N Portess, seconded by Cllr J Portess and resolved to accept these notes as a true and accurate record.

5.     REPORT FROM ANY OUTSIDE BODIES
ELDC Cllr Jones reported the following:
•    Tedder Hall in Manby has been sold and the East Lindsey District Council is now operating at The Hub in Horncastle.
•    Skegness Town Hall has been sold and is currently going through the process of approval for a hotel and Starbucks.
•    The collection for the Green Bins is now payable at the cost of £50.

LCC/ELDC Cllr Ashton reported the following:
•    Budget setting is going through the process at both East Lindsey and Lincolnshire County Council.  
•    There is an ongoing challenge with respect to the level of money that goes to the Drainage Boards from the Council Tax.
•    Recently toured the ward area with the Highways Officer to personally show issues in each Parish.

Cllr Roberts asked if all the roads were looked at to show how poor several areas are with the number of potholes and subsidence?

Cllr Ashton replied there are challenges with addressing these issues but they are looking at getting extra funding to try and deal with them.

Cllr Needs asked how can money be spent on migrants and not on Highways?

Cllr Ashton replied that this is a Home Office expenditure not a local Council one.  Though ELDC are going to court to tackle the matter of housing migrants in coastal hotels.

Cllr N Portess asked is there a policy at Central Government to help with Social Care?

Cllr Ashton replied that not directly but County Council have been given the power to increase the Council Tax to aid with this criteria locally.


6.     POLICE MATTERS
According to the Police.uk website the following were reported:
During September 2022 there were five incidents reported
1 x Criminal Damage and Arson was reported on or near to Willows Lane – Investigation complete, no suspect identified
1 x Drugs Offence was reported on or near to West Fen Drainside – No information given
1 x Bicycle Theft was reported on or near to West Fen Drainside - Investigation complete, no suspect identified
1 x Burglary and 1 x Violence and Sexual Offence were reported on or near to Hale Lane – No information given

During October 2022 there was on incident reported
1 x other theft was reported on or near to the B1183 Main Road – No information given

During November 2022 no incidents were reported

7.     HIGHWAYS
a.    Footpaths

There is no update relating to this matter.

8.    PLANNING
a.    Report on any Planning application Information/Decisions

There were no planning application information or decisions to discuss.

9.    PARISH MATTERS
a.    Trees in Play Area – allocate work to be done

The councillors thanked Cllr J Portess for working on this.  A revised quote had been received associated with the work needed to immediately be done with looking at doing the others at a later date.
The councillors were content with the costings but asked if there would be an additional charge for hiring a Cherry Picker. It was thereby proposed by Cllr J Portess, seconded by Cllr Maidens and resolved to accept the quote but to find out the additional information and for the clerk to circulate the result.

10.    FINANCIAL MATTERS
a.    Financial Report

The balance of the Treasury Account before any payments are made is £4206.49 and of the Reserve Account £4173.75.

It was proposed by Cllr Needs, seconded by Cllr J Portess and resolved that these payments should be made.

c.    Set budget for 2023/2024 Financial Year Precept
After considering the quote for the trees it was by Cllr Petchell, seconded by Cllr J Portess to set the precept to £8600.

12.    ANY OTHER MATTERS FOR DISCUSSION ONLY
To consider whether to compulsory purchase the car park if St Peter Church is sold in the future.

There a various properties in the village that are an eyesore and need either demolishing or refurbishing.

13.    DATE OF THE NEXT MEETING
The next Frithville with Westville Parish Council meeting is scheduled to be on Tuesday 14th March 2023. 

There being no further business the meeting finished at 8.19pm
