Minutes of the Frithville with Westville Parish Council Meeting held at Frithville Village Hall on Tuesday 11th July 2023 commencing at 7.30pm

PUBLIC FORUM
There were three members of the public present, of which the following questions/short statements were made during the time allocated:
The Headmaster of Frithville Primary School reported the following:
• There has been a lot of work being done across the area of the school. The Horncastle Education Trust have invested a lot since Frithville Primary joined them.
• During the summer break fencing along the edges of the playground are being erected along with the trees being trimmed as requested by residents.
• The Summer Fayre held on 8th July 2023 was a great success. It has been four years since the last one, therefore it was nice to be able to do it again.
• SATS results were very good this year.
• From September will be ensuring parents/guardians will refrain from parking both sides of the school and only park on the paving side on the east side away from the junction.
Other questions/short statements made:
• Litter is being thrown out of vehicle windows within the parish of which it is believed to be workers from the local factory. It was asked if the Parish Council could speak/write to the company and ask if they could politely ask that they refrain from doing this.
• Asked when and if the reeds with be removed along West Fen Bankside
• Asked if/when the Drainage Board will also be cutting the grass and the brambles that have overgrown opposite the school.
• Asked about the retarder to keep water flow – ELDC Cllr Jones said he would look into this
• Potholes that were reported previously to LCC Cllr Ashton of which he said he would contact the resident regarding this but to date has not.
• The derelict house and motorbike shop are an eyesore to the parish and have been for several years. What is the reason for being left like this and when/if will this be rectified?

Cllr Jon Portess welcomed everyone to the meeting.
2. APOLOGIES FOR ABSENCE AND REASONS GIVEN
Cllrs Crawford and Petchell had forwarded their apologies for absence of which the Parish Councillors were aware of the reasons of which it was resolved to accept these reasons.
3. TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
No declarations were received.
4. NOTES OF THE MEETING HELD ON TUESDAY 16th MAY 2023 TO BE APPROVED AS THE MINUTES AND TO BE SIGNED BY THE CHAIRMAN
It was proposed by Cllr Maidens, seconded by Cllr Needs and resolved to accept these notes as a true and accurate record.
5. REPORT FROM ANY OUTSIDE BODIES
ELDC Cllr Jones reported the following:
• East Lindsey Councillors approve £5million project to support redevelopment of Skegness Pier, Embassy Theatre and new outdoor amphitheatre space
• Green Home Grants are available for properties who have an Energy Performance Certificate rating of E, F or G and a household income of less than £31,000 per year.
• There is also the District Councillors Community Grants available
6. POLICE MATTERS
There was no information on the Police.uk website to report.
Cllr Roberts reported that several severed sheep heads had been found and reported in Thackers Road.
7. FINANCIAL MATTERS
a. Financial Report
On receipt of the VAT Rebate of £2082.90 the balance of the Treasury Account before any payments are made is £8388.97 and of the Reserve account £4186.25.

It was proposed by Cllr Maidens, seconded by Cllr Needs and resolved that these payments should be made.
8. PARISH MATTERS
a. Parish Council Noticeboard
This item was deferred to the next meeting.
9. HIGHWAYS
An email received from LCC Cllr Ashton relating to the Carrington Road/Westville Road has been received. Clarification has been asked for but no information has been received prior to this meeting.
10. PLANNING
a. Report on any Planning application Information/Decisions
Withdrawal notification has been received relating to planning application S/054/00643/23 - Extension and alterations to existing outbuilding to provide an annexe - Canopus Farm, Frith Bank, Frithville
Cllr Smith declared a non-pecuniary interest in this and reported that the application was going to be resubmitted.

12. ANY OTHER MATTERS FOR DISCUSSION ONLY
The following other matters were discussed:
• Some clearing of the footpath has been done by Pride of East Lindsey
• Water runs down the driveway of Riverway, West Fen Drainside. A kerb was requested to aid with this several years ago therefore wondered if this is something that could be relooked at.
• Hedges near new houses is overgrown and pedestrians are having to walk in the road.
• Someone has been tidying the churchyard. Would like to know who this is to thank them.
• The playing field area has been assessed. The outcome being that the goal post is not in best condition. The Memorial bench that is concreted in is a trip hazard. The drum bin is rotten, therefore do we need to get rid of this and replace it or not have one.
A query was raised as to whether the gate to the Playing Field was on the asset register and also part of the insured items. If not for this to be rectified.
