Minutes of the Frithville with Westville Parish Council Meeting held at Frithville Village Hall on Tuesday 12th September 2023 commencing at 7.30pm

PUBLIC FORUM
There were no members of the public present, to ask questions or make short statements during the time allocated.
1. REMARKS BY CHAIRMAN
Cllr Jon Portess welcomed everyone to the meeting.
2. APOLOGIES FOR ABSENCE AND REASONS GIVEN
Cllr Crawford forwarded her apologies for absence of which the Parish Councillors were aware of the reason of which it was resolved to accept this reason.
3. TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
No declarations were received.
4. NOTES OF THE MEETING HELD ON TUESDAY 11th JULY 2023 TO BE APPROVED AS THE MINUTES AND TO BE SIGNED BY THE CHAIRMAN
It was proposed by Cllr Maidens, seconded by Cllr Needs and resolved to accept these notes as a true and accurate record.
5. REPORT FROM ANY OUTSIDE BODIES
Prior to the meeting no apologies have been received from ELDC Cllr Jones or any reports been forwarded for the Parish Council’s information.
LCC/ELDC Cllr Ashton has informed that he will be late to the meeting as he has a LGA Coastal Group meeting in Skegness beforehand.
6. POLICE MATTERS
According to the Police.UK website
There were no incidents reported in the Parish during April and May 2023
During June 2023 there were two incidents reported.
1 x Violence and Sexual Offence on or near to Willows Lane – Unable to prosecute suspect
1 x Other Crime on or near to Westville Road – Investigation complete, no suspect identified
During July 2023 there were three incidents reported
1 x Anti-social behaviour
1 x Burglary on or near to West Fen Drainside - Investigation complete, no suspect identified
1 x Violence and Sexual Offence on or near to Park View - Unable to prosecute suspect
7. FINANCIAL MATTERS
a. Financial Report
The Parish Council’s access to online banking is now available.
The balance of the Treasury Account prior to any payments being made is £7900.47 and that of the Reserve Account is £4198.79

It was proposed by Cllr G Petchell, seconded by Cllr N Portess and resolved that these payments should be made.
8. PARISH MATTERS
a. Parish Council Noticeboard
Various types of noticeboards were reviewed. After discussion it was resolved subject to obtaining grant funding, to purchase the Classic in green with security locks as this would be more suitable for the area.
b. Playing Field – Address issues reported at last meeting
The bin in the playing field is hazardous and a decision is required to either have this replaced or not have one in this area.
Cllr J Portess relayed that there are not many litter bins in the parish.
LCC/ELDC Cllr Ashton reported that if the Parish Council provided litter bins, he will ensure that they are on the list for ELDC to collect the rubbish.
It was thought that a litter bin sited near the car park would be beneficial, though LCC Highways will need to be informed.
At 8.26pm it was resolved to go back to Item 5 on the agenda
LCC/ELDC Cllr Ashton reported the following:
• He congratulated Cllr J Portess on being elected Chairman to the Parish Council
• He informed that he had been at a meeting with LGA Coastal group who are visiting East Lindsey and the Boston Barrier
• The situation at the three-way junction has been viewed by LCC Highways and the conclusion is that the signs here are adequate. The action data from Lincolnshire Road Safety Partnership are also content. Therefore, he has requested what the criteria is associated with junction in being considered for change. He suggested that local knowledge would be best and that the Parish Council keep a note of any incidents in the area.
• LCC are reviewing their 2011 paper relating to the Government Planning legislation of the suds scheme especially with concern with drainage and the long-term monitoring that was not put in place and therefore now looking at actually putting this in place.
• LCC have been dealing with an ongoing saga associated with Market Deeping Leisure Centre having been handed back to them in a derelict state. The cost of knocking it down is expensive therefore a decision to contribute to getting the site into working order and for South Kesteven Council to come up with a scheme that if funds are contributed that this site in the future is never handed back to the County Council.
• Devolution conversations are ongoing.
Cllr J Portess asked that following the behaviour of the travellers what the process would be in association with the planning application at Stickney. Cllr Ashton replied that this is the wrong place for a tourist/transit site as there are already allocated sites in the Local Plan which to date have not been built and therefore should be before any other area is considered.
At 8.55pm it was resolved to return to agenda order
c. Car Park Tidy up
Clerk informed that she had contacted companies in asking to come and assess the site and put forward quotations but to date no one has responded.
9. HIGHWAYS
It was relayed that flooding at the bridge needs reporting.
Patching outside the Council Houses has been done, but others in the same vicinity have not.
10. PLANNING
a. Report on any Planning application Information/Decisions
There was not information to report.

12. ANY OTHER MATTERS FOR DISCUSSION ONLY
The following other matters were discussed:
• Add to the agenda to consider what additional ground maintenance can be added to the contract
• Ask for a police speed check and/or a LRSP Archer Survey
