Minutes of the Frithville with Westville Parish Council Meeting held at Frithville Village Hall on Tuesday 14th November 2023 commencing at 7.45pm

PUBLIC FORUM
There were no members of the public present, to ask questions or make short statements during the time allocated. The meeting started later than published as the clerk was late in attendance due to traffic of which during this time LCC/ELDC Cllr Ashton relayed various issues and answered several queries and questions.

1.     REMARKS BY CHAIRMAN
Cllr J Portess welcomed everyone to the meeting and thanked everyone who attended the service at the War Memorial on Remembrance Sunday.

2.     APOLOGIES FOR ABSENCE AND REASONS GIVEN
Cllrs Needs and Petchell forwarded their apologies for absence of which the Parish Councillors were aware of the reasons  of which it was resolved to accept these reasons.

3.     TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
No declarations were received.

4.     NOTES OF THE MEETING HELD ON TUESDAY 12th SEPTEMBER 2023 TO BE APPROVED AS THE MINUTES AND TO BE SIGNED BY THE CHAIRMAN
It was proposed by Cllr Maidens, seconded by Cllr N Portess and resolved to accept these notes as a true and accurate record.

5.     REPORT FROM ANY OUTSIDE BODIES
Prior to the meeting no apologies have been received from ELDC Cllr Jones or any  reports been forwarded for the Parish Council’s information.

LCC/ELDC Cllr Ashton had relayed his information earlier.

6.     POLICE MATTERS
According to the Police.UK website no incidents were reported in the Parish during August and September 2023.

7.    FINANCIAL MATTERS
a.    Financial Report

Since the last meeting £500 has been credited to the Treasury Account in association with the Councillor’s Community Grant towards the purchase of the replacement noticeboard, therefore the balance before any payments is made is £8000.47 and that of the Reserve Account is £4207.30

The clerk’s NJC pay scales have been agreed and NALC/LALC inform that this is effective immediately with all backpay to be implemented from 1st April 2023 as reported in the latest LALC e-news.

It was proposed by Cllr Maidens, seconded by Cllr J Portess and resolved that these payments should be made.

c.    To set the budget for the 2024/2025 Precept
The Parish Council finances and forecast had been circulated to the Councillors prior to the meeting. After deliberation it was proposed by Cllr J Portess, seconded by Cllr Maidens and resolved to set the 2024/2025 precept at £9500.

8.    PARISH MATTERS
a.    Playing Field – Address issues reported at last meeting

It was decided that the bin in the playing field should be removed as it was a hazard to the area. 

Cllr J Portess agreed to do an official report on the other items (bench and goal post) for decision at the next meeting.

b.    Car Park Tidy up
Clerk informed that none of the companies that she had contacted had responded.

It was deemed that the area could do with a general sweep and the overhanging tree needed trimming back. Cllr Crawford said she would see if she would be able to obtain a road sweeper.

c.    Considerations of additional ground maintenance to add to the next financial year contract
Trimming at the bridge to aid with visibility would be beneficial and cutting along the bankside.

9.     HIGHWAYS
The following issues were relayed:
•    Thackers Lane sign is missing
•    Road near to church is subsiding
•    There are drainage issues associated with Sergeant’s Bridge
•    Along Frith Bank there is no speed limit signs causing confusion on what the actual limit is in this area.
•    Abandoned vehicle near Tattershall Road bridge. This is a hazard with no street lighting in this area.
•    Following a recent road accident there is a vehicle abandoned on the verge outside the Village Hall.

10.    PLANNING
a.    Report on any Planning application Information/Decisions

Full planning permission has been granted for change of use, conversion of, extensions and alterations to existing barn/outbuilding to form holiday let. Including demolition of existing storage barn – Canopus Farm, Frith Bank, Frithville

11.    CORRESPONDENCE

12.    ANY OTHER MATTERS FOR DISCUSSION ONLY
No other matters were discussed.

13.    DATE OF THE NEXT MEETING
The dates of the 2024 meetings were previously circulated to the Parish Council for agreement of which the next scheduled Parish Council meeting is Tuesday 16th January 2024.
