Minutes of the Frithville with Westville Parish Council Meeting held at Frithville Village Hall on Tuesday 14th March 2023 commencing at 7.30pm

PUBLIC FORUM
There was one member of the public present, of which the following questions/short statements were made during the time allocated:
• With 2021 celebrating the 200th anniversary of establishment of New Bolingbroke and with the vicinity having a town hall, research was carried into whether they could become a Town Council. On discovery that there was sufficient evidence to comply to this it was resolved at their Parish Council meeting in November 2021 to respectfully change its status. Therefore, as of 13th March 2022 they will formally be known as Carrington with New Bolingbroke Town Council
1. REMARKS BY CHAIRMAN
Cllr Clark conveyed that he has decided not to stand as Parish Councillor at the forthcoming elections. He thanked both the councillors and the clerk.
2. APOLOGIES FOR ABSENCE AND REASONS GIVEN
All Parish Councillors were in attendance.
3. TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
No declarations were received.
4. NOTES OF THE MEETING HELD ON TUESDAY 17th JANUARY 2023 TO BE APPROVED AS THE MINUTES AND TO BE SIGNED BY THE CHAIRMAN
It was proposed by Cllr B Needs, seconded by Cllr J Portess and resolved to accept these notes as a true and accurate record.
5. REPORT FROM ANY OUTSIDE BODIES
Neither ELDC Cllr Jones nor LCC/ELDC Cllr Ashton were present at this time of the agenda.
6. POLICE MATTERS
According to the Police.uk website
During December 2022, one incident of other theft was reported on or near to Westville Road - Investigation complete, no suspect identified
During January 2023 there were three incidents of Violence and Sexual Offence were reported – Still under investigation
7. HIGHWAYS
a. Footpaths
No update had been received. However, an email from Pride in East Lindsey was received relating to raising the appearance in our communities were reclaiming/widening of footpaths is included on their list and maybe an opportunity to see if this is something they could do to help.
After discussion it was resolved that there was no harm in asking if they could aid with aspects within the parish.
8. PLANNING
a. Report on any Planning application Information/Decisions
There were no planning application information or decisions to discuss.
9. FINANCIAL MATTERS
a. Financial Report
Since the last meeting £60 has been credited to the Treasury Account in relation for the fee received for the scrap of the War Memorial Fencing. Therefore, the balance of the Treasury Account before any payments are made is £3752.49 and of the Reserve Account £4173.75.
Cllr Clark thanked Cllr J Portess for taking away the old War Memorial Fencing from site, storing it until disposal and paying the money associated with it to the Parish Council.

It was proposed by Cllr Petchell, seconded by Cllr Maidens and resolved that these payments should be made.
10. CORRESPONDENCE
The following correspondence has been received:
• Coningsby and Woodhall Policing Team February and March 2023 Newsletters
• LALC e-news 27th February and 6th March 2023
• Wolds Neighbouring Policing Team Quarterly Newsletter – March 2023
At 7.48pm it was resolved to go back to agenda Item 5
LCC/ELDC Cllr T Ashton reported the following:
o The District and County Councils budget setting has gone through its process. Additional to the Adult Social Care allowance LCC have increased theirs by 3% whilst ELDC has increased theirs to an equivalent on a Band D to be £161.24.
o Consultations with the Government are ongoing associated with the ELDC portion of the Council Tax going to the Drainage Boards depleting their allowance, where other Districts they claim separately.
o Green House Grants are available on properties in the E,F or G efficiency rating
o Both Cllr Jones and himself are re-standing at the Local May 2023 Elections.
At 7.55pm it was resolved to go back to agenda order
11. ANY OTHER MATTERS FOR DISCUSSION ONLY
There is various dog fouling incurring all over the parish, consideration in to probably having additional bins sited.
At 7.58pm it was resolved to go into close session to discuss the next agenda item. Of which the member of the public in attendance left the meeting.
12. TENDERS
a. Playing Field Ground maintenance 2023/2024 contract
Two quotes had been received. After deliberation it was decided to award this contract to TA Blackamore Ltd.
b. Car Park Ground maintenance 2023/2024 contract
Deliberation on the subsequent difference in cost. After evaluation it was decided to the contract to TA Blackamore Ltd.
In addition to this area the trees and hedges need maintaining and to consider getting quotes relating to these in the future.
13. DATE OF THE NEXT MEETING
Following the elections on Thursday 4th May 2023 as previously scheduled the next Parish Council meeting will be held on Tuesday 16th May 2023. This will immediately follow the Annual Parish Meeting
