Minutes of the Frithville with Westville Parish Council Meeting held at Frithville Village Hall on Tuesday 14th January 2025 commencing at 7.30pm
PRESENT: Cllr J Portess presiding as Chairman

PUBLIC FORUM
There were no members of the public in attendance to ask any questions or make any short statements during the time allocated.
1. REMARKS BY CHAIRMAN
Cllr J Portess welcomed everyone to the meeting.
2. APOLOGIES FOR ABSENCE AND REASONS GIVEN
Cllrs Roberts and Petchell had forwarded their apologies for absence of which the Parish Councillors were aware of the reasons of which it was resolved to accept these reasons.
3. TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
Cllr Crawford declared an interest in Item 10b on the agenda.
4. NOTES OF THE MEETING HELD ON TUESDAY 12th NOVEMBER 2024 TO BE APPROVED AS THE MINUTES AND TO BE SIGNED BY THE CHAIRMAN
It was proposed by Cllr Maidens, seconded by Cllr N Portess and resolved to accept these notes as a true and accurate record, of which are to be signed at the next meeting.
5. REPORT FROM ANY OUTSIDE BODIES
No apologies have been received from either ELDC Cllr Jones or LCC/ELDC Cllr Ashton or any reports forwarded for the Parish Council’s information.
6. POLICE MATTERS
According to the Police.uk website:
During October 2024 four incidents were reported
1 x Other Theft was reported on or near to Carrington Road - Investigation complete; no suspect identified
Three incidents were reported on or near to Boston Road
2 x Other Theft– Still under investigation
1 x Burglary - Still under investigation
During November 2024 three incidents were reported
2 x Violence and Sexual Offence on or near to Staunt Road (1 x Still under investigation and 1 x Investigation complete; no suspect identified)
1 x Other theft on or near to Beeches Lane – Still under investigation
Cllr S Smith warned of Hare coursers operating in the area again recently.
7. FINANCIAL MATTERS
a. Financial Report
The balance of the Treasury account prior to any payments being made is £7578.35. The balance of the Reserve account after transfer of £1500 from the Treasury Account is £7787.20.

It was proposed by Cllr Maidens, seconded by Cllr Needs and resolved that these payments should be made.
8. PARISH MATTERS
a. Playing Field
There was no updated information to report relating to the goal post.
Cllr J Portess informed he would follow up on the hedge being cut in this area.
b. Hedge in Car Park
Cllr J Portess would try to obtain another quote for the works.
Other Parish Matters discussed:
Cllr J Portess relayed that he is still to talk to Witham Fourth regarding the vegetation in the dyke adjacent to B1183.
9. HIGHWAYS
a. Proposed 40mph speed limit, Westville Road, Frithville
Notification had been received from LCC Highways of which had been circulated to the Parish Council.
Other Highway Matters discussed:
• Cllr J Portess explained the correspondence received relating to the school safety zone. Cllr A Crawford noted that this is an opportunity not to be missed
• Cllr N Portess asked if any progress had been made about the 20mph speed limit outside of the school. Cllr J Portess explained that further to the December Highways meeting, a 20mph speed limit is unlikely to be put into place.
• Cllr S Smith suggested that reduce speed limit should be adopted leading up to Antons Gowt along Frith Bank due to the poor condition of the road.
• Cllr N Portess reported that a resident along the B1183 had positively commented on the recent road resurfacing works.
• Cllr B Needs reported a pothole outside of the school.
• Cllr J Portess encouraged all Councillors to report and highway defects immediately via Fix my street as LCC Highways are reactive to issues, especially dangerous defects
• Cllr J Portess to report the lack of Cannister Lane bridge visibility, especially at nighttime
• Cllr N Portess reported the lack of signage a visibility on the approach to Willows Lane from the A16.
• Cllr J Portess reported back on the recent meeting with Cllr Ashton and Lincolnshire Highways representatives. Overall, the meeting was positive and the Parish Council are awaiting to hear their recommendations regarding the safety improvements of the village hall/church junction.
Cllr J Portess wanted to thank Cllr Ashton for his perseverance with this matter.
10. PLANNING
a. S/054/01861/24 – Section 73 application to vary condition no. 2 (approved plans), condition no. 3 (external materials) and condition no. 4 (drainage) as previously imposed on planning permission reference S/054/02485/21 for the erection of 1 no. block of 8 no. industrial units and change of use of agricultural land to create an area of hardstanding for the storage of containers and caravans
The Planning Forum was perusing this application.
b. Report on any Planning application Information/Decisions
Full planning permission has been granted to the following:
• S/054/01493/24 – Erection of a replacement dwelling on site of an existing dwelling which is to be demolished – Jasmine, Carrington Road, Frithville
• S/054/01567/24 – Erection of a replacement office building and demolition of existing office and toilet
Cllr S Smith relayed that the proposed installation of the 5g mast is a benefit and safety improvement for the wider community.

Cllr Portess recommended that all Councillors connect to the ELDC WhatsApp notification service to keep up to date with various topics.

a. Date of next meeting
As previously scheduled the next Frithville with Westville Parish Council meeting will be held on Tuesday 11th March 2025.
