Minutes of the Frithville with Westville Parish Council Meeting held at Frithville Village Hall on
Tuesday 11th November 2025 commencing at 7.30pm

PUBLIC FORUM
The meeting began with a memorial silence in respect to all those that had fallen.

There was one member of the public in attendance to ask questions or make short statements to the Parish Council during the time allocated.

The gentleman of the public thanked Cllr J Portess in aiding with matters brought before in regard to Canister Lane. He has concerns with the issues raised on Fix My Street and the response comments raised and notes that some work has been done but not completely rectified with no notification of any future plans to return to the matter. 
 
1.    REMARKS BY CHAIRMAN
Cllr J Portess welcomed everyone to the meeting and thanked Cllr Roberts for standing in as Chair at the last meeting.

2.     APOLOGIES FOR ABSENCE AND REASONS GIVEN
Cllr Roberts had forwarded his apologies for absence of which the Parish Councillors were aware of the reason of which it was resolved to accept this reason.

3.     TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
Cllrs J & N Portess declared an interest on Item 10 on the agenda.

4.    NOTES OF THE MEETING HELD ON TUESDAY 9th SEPTEMBER 2025
It was proposed by Cllr Crawford, seconded by Cllr Maidens and resolved to accept these notes as a true and accurate record, of which are to be signed at the next meeting.

5.     REPORT FROM ANY OUTSIDE BODIES
LCC Cllr Matthews had sent his apologies as he had another engagement to attend but had not forwarded any information to be relayed at the meeting.

6.     POLICE MATTERS
According to Police.UK new updated website:
During July 2025 four incidents were reported
1 x Other Theft on or near to Staunt Road
2 x Violence and Sexual Offence on or near West Fen Drainside
1 x Other Theft on or near to Boston Road

During August 2025 one incident was reported of  Other Theft on or near to Park View

During September 2025 one incident was reported of  Violence and Sexual Offence on or near to Carrington Road

Cllr Smith relayed that Hare Coursing had been occurring of which Five people were arrested.

7.    FINANCIAL MATTERS
a.    Financial Report

Following payments of £8.50 for bank fees, the balance of the Community account prior to any payments being made is £8,985.32 and the balance of the Reserve account is £11,845.95.

It was proposed by Cllr Petchell, seconded by Cllr Crawford and resolved that these payments should be made.

c.    Set budget for 2026/2027 precept
The RFO had circulated to the Parish Councillors the Financial information of which included the recommendations for the 2026/2027 budget. After deliberation it was proposed by Cllr Petchell, seconded by Cllr Maidens and resolved for the budget to be set as recommended,

At 7.58pm it was resolved to go back to Agenda Item 5

ELDC Cllr Jones relayed that he only had one item to report and that was the various grants available from ELDC.

At 8.01pm it was resolved to go back to agenda order

8.    PARISH MATTERS
a.    Quotes for Car Park fence

After receiving no further quotes, it was resolved to go with TJW Services.

It was relayed that the water course by the Car Park drain needs dealing with for Public Safety.

b.    Emergency Planning
This agenda item was deferred to the next meeting.

c.    Trees along West Fen Drainside
This area is turning into scrubland. Cllr J Portess relayed that he would look into getting quotes for this to be rectified.

d.    Car Park – Charging School for use/contribution to maintenance
It was deemed that the school should make an Annual contribution towards the maintenance of the carpark.

e.    Playing Field - Charging School for use/contribution to maintenance
Queries were raised into the use by the school of which the clerk was asked to find out this so that a decision could be made in relation to this agenda item.

f.    Boundary Trees to Car Park
It was recommended to speak with the diocese regarding transferring full responsibility of the car park to the Parish Council.

9.     HIGHWAYS
a.    30mph speed indicator signs

It was proposed by Cllr Petchell, seconded by Cllr N Portess to purchase the indicator sign and for its installation.

It was relayed that the roads need sweeping down West Fen Drainside due to the hay blown off  the tractor trailers and with the fallen leaves they are being sucked towards the drains.

The school warning lights are flashing late at night but not during the day/early evening when required.

Cllr N Portess relayed that the work conducted on Hale Lane road to rectify the cantering is now again in need of being redone.

10.    PLANNING
Since the setting of the agenda one planning application had been received which is being perused by the Planning Forum for their observations – 03555/25/FUL – Extension and alterations to existing dwelling to provide additional living accommodation – Ravensworth, West Fen Drainside, Frithville

No other planning information has been received.

12.    ANY OTHER MATTERS FOR DISCUSSION ONLY
It was asked to be noted to say thank you to both Stanley and Becky Portess for clearing the area of the war memorial.

It was relayed that there is a repeated offender not clearing up after walking their dog.

Following recommendations of the 2026 Frithville with Westville Parish Council meetings the next scheduled meeting  will be on Tuesday 13th January 2026 be commencing at 7.30pm.
