Minutes of the Frithville with Westville Parish Council Meeting
held at Frithville Village Hall on
Tuesday 8th July 2025 commencing at 7.30pm

PUBLIC FORUM
There were three members of the public in attendance of which the following questions/short statements were made during the time allocated.
Concerns were raised in relation to several matters associated with Canister Lane
• Unsafe pavements
• Subsidence
• Blocked drains causing flooding
These issues had been addressed to the former LCC Cllr Ashton but he had not replied to any form of correspondence .
LCC Cllr Matthews relayed that he would look into this matter but advised that all relevant issues be put on FixMyStreet as this would aid him with sorting addressing these.
1. TO CONSIDER ANY APPLICATION FO CO-OPTION TO VACANCIES OF PARISH COUNCILLORS
The applicant did not attend the meeting
2. REMARKS BY CHAIRMAN
Cllr J Portess welcomed everyone to the meeting.
3. APOLOGIES FOR ABSENCE AND REASONS GIVEN
Cllrs Crawford, Roberts and Petchell had forwarded their apologies for absence of which the Parish Councillors were aware of the reasons of which it was resolved to accept these reasons.
4. TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
No declarations were received.
5. NOTES OF THE MEETING HELD ON TUESDAY 13th MAY 2025
It was proposed by Cllr Smith, seconded by Cllr N Portess and resolved to accept these notes as a true and accurate record, of which are to be signed at the next meeting.
6. REPORT FROM ANY OUTSIDE BODIES
LCC Cllr Matthews reported the following:
• The Local Government reorganisation should be officially in place in approximately 18 months. This will mean no more District Councillors only County Councillors, which could lead to Parish Councils having to take on more responsibilities currently those of the District Council.
Putting forward the plan to keep the structure of Lincolnshire as it currently stands especially as this would aid with the continuing of the current Adult and Child Services. A decision will be made by the Central Government in November 2025.
• Discovering that the main concerns and issues throughout the County are associated with roads.
Cllr J Portess asked if Cllr Matthews could look into the renovation of the footpaths within the village.
ELDC Cllr Ashton reported the following:
• Recently attended a Drainage Board meeting of which one of the issues raised was that the Environment Agency funding was not as efficient as the Drainage Board. Which means that the grass maintenance this year would be done at the full expense of Witham Fourth, whereby as previously it would have been recharged to the EA.
• On 9th July 2025 there is a briefing of ELDC funding being held at The Hub.
7. POLICE MATTERS
According to the Police.uk website:
During April 2025 three incidents were reported
1 x Burglary on or near to West Fen Drainside - Investigation complete; no suspect identified
1 x Drugs – Still under investigation
1 x Anti-social Behaviour
8. FINANCIAL MATTERS
a. Financial Report
Following payments made to ICO for the Annual Data Protection Registration of £47.00 and of £9 for bank fees and the transfer of £4000 to the Reserve Account, the balance of the Community account prior to any payments being made is £9,938.32 and the balance of the Reserve account is £11,819.28.

It was proposed by Cllr N Portess, seconded by Cllr Needs and resolved that these payments should be made.
9. PARISH MATTERS
a. Questions raised from Frithville Primary School re Use of parish amenities
Cllr J Portess that he had attended a meeting with the CEO of the Trust which runs Frithville Primary School in assisting with the reorganisation of the school. These included:
• Traffic Management
Feel that with more pupils attending the school that this would be creating more traffic and parking issues which brought on concerns for safety.
• Use of the Village Car Park
With parking required for twenty cars all owned by the staff. Risk assessment would need to be considered. Maintenance of the site and the impact that this would have on the Church and Village Hall.
• Use of the Village Hall
The Village Hall is a separate entity and all matters associated with this would need to be addressed to them.
• Use of the Playing Field
Happy for the school to use the field as this would be beneficial for them. They requested that the old goal post be removed, of which this was agreed. The also asked for permission to install a shed to house sports equipment. This was also agreed but this would have to be at the expense of the school and their full responsibility.
b. gov.uk email addresses
Only one quote received. Waiting for additional quote and information associated with it.
c. Quotes for Car Park fence
Waiting for additional quote to establish which scenario would be more cost effective.
10. HIGHWAYS
a. 30mph speed indicator signs
A meeting is scheduled with the Lincolnshire Road Safety Partnership representative to discuss appropriate allocation sites for the installation of the signs.
Cllr Smith relayed that she had received complaints from residents along Frith Bank regarding speeding along the straight road to Antons Gowt and the request to getting a speed reduction.
11. PLANNING
a. S/086/01190/24 – New information received by National Grid – Consultation from the Planning Inspectorate on the EIA scoping opinion regarding the DCO for the proposed Grimsby to Walpole project
Cllr J Portess reported that he has submitted on behalf of the Parish Council the objection to this proposal and that more residents need to be made aware of this planning application.
b. 02325/25/FUL – Erection of a boundary wall with railing and entrance gates to a maximum height of 2.8m (works already commenced) – Slate House Farm, Canister Lane, Frithville
The Planning Forum had no objections to this planning application.
c. Report on any Planning application Information/Decisions
There are no planning application information or decisions to report.

13. ANY OTHER MATTERS FOR DISCUSSION ONLY
Cllr Needs relayed that several residents have asked him what can be done about the several derelict buildings in the village as they are an eyesore.
Cllr J Portess relayed that he had recently met with neighbouring Parish Councils to discuss relevant issues within the areas, discuss what has been done or what is being looked at to rectify the matters. The group are looking at doing this annually as believe this would be beneficial to the neighbouring Parish Councils.
