Minutes of the Frithville with Westville Parish Council Meeting held at Frithville Village Hall on
Tuesday 9th September 2025 commencing at 7.30pm

PUBLIC FORUM
There were no members of the public in attendance to ask any questions or make short statements during the time allocated.

1.    REMARKS BY CHAIRMAN
Cllr Roberts welcomed everyone to the meeting.

2.     APOLOGIES FOR ABSENCE AND REASONS GIVEN
Cllrs J Portess and Needs had forwarded their apologies for absence of which the Parish Councillors were aware of the reasons of which it was resolved to accept these reasons.

3.     TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
No declarations were received.

4.    NOTES OF THE MEETING HELD ON TUESDAY 9th SEPTEMBER 2025
It was proposed by Cllr Smith, seconded by Cllr maidens and resolved to accept these notes as a true and accurate record, of which are to be signed at the next meeting.

5.     REPORT FROM ANY OUTSIDE BODIES
LCC Cllr Matthews reported the following:
•    August has been a busy month with roads being resurfaced in areas that had already been reserved to be done, though is aware of matters associated with Canister Lane.
•    The Local Government reorganisation which it is vital that everyone understands the situation and what will be occurring over the next two years. Whatever the outcome of the reorganisation one thing is known is that there will be no more District Councillors of which the Unitarity Authority will be responsible for those currently covered by the District Council and unfortunately will be a reduction in staff from the Districts as duplicate positions would not be required i.e. Chief Executives.
•    Knowing that there will be a democratic need for Parish Councils, and the model of responsibilities the County Council are looking at doing a roadshow to aid in encouraging locals to become Parish Councillors.
•    ELDC’s proposal to Central Government is to join forces with North and Northeast Lincolnshire, whilst LCC’s proposal is that the same areas remain as they currently are.

Cllr Roberts asked if Cllr Matthews was aware that although Westville Road has been resurfaced the road was raised with the verges and already started cracking with belief that that has already been an accident.
Cllr Matthews replied that Lincolnshire are already a cutting edge with dealing with road issues by unfortunately the area of the fens does not aid with the road surface material. He added that do you Fix My Street as this is a vital tool that things are known and these can be looked at as soon as possible. A lot of the work is conducted by contractors and within their contract there is a clause for penalties to be applied if things go wrong.

Cllr N Portess relayed that the road that was done towards Sibsey has started to subside again.

Other matters reported to Cllr Matthews was the footpaths are non-existence in several areas of the village.

ELDC Cllr Ashton reported the following:
•    Changing issues associated with the Local Plan. It is believed that Central Government have included Holiday accommodation in their method of calculations. In reality ELDC have not met the current five-year housing plan so therefore challenging the 150% housing capacity increase.
•    The partnership with Boston Borough Council is working more efficiently of which they had a change of leadership in July.
•    Continuing lobbying the Drainage Boards levy
•    A planned meeting with the Netherlands to see how they manage their drainage.

6.     POLICE MATTERS
According to Police.UK new updated website:
During May 2025 three incidents were reported
1 x Violence and Sexual Offence on or near to Westville Road
1 x Anti-social Behaviour on or near to Park View
1 x Anti-social Behaviour on or near to West Fen Drainside

During June 2025 two incidents were reported
1 x Violence and Sexual Offence on or near to Carrington Road
1 x Violence and Sexual Offence on or near to Park View

7.    FINANCIAL MATTERS
a.    Financial Report

Following payments of £8.50 for bank fees, the balance of the Community account prior to any payments being made is £9,487.32 and the balance of the Reserve account is £11,833.56.

9.     HIGHWAYS
a.    30mph speed indicator signs

This agenda item was deferred to the next meeting.

The clerk relayed that the issue associated with the carriageway reported opposite Parkview on FixMyStreet it has been reported that they have assessed the area and though the road condition has deteriorated it does not require any further action.

10.    PLANNING
a.    Report on any Planning application Information/Decisions

The following planning applications have been granted full planning permission:
•    02325/25/FUL – Erection of a boundary wall with railings and entrance gates to a maximum height of 2.8m (works already commenced – Slate House Farm, canister Lane, Frithville
•    02199/25/FUL – Extension to existing green keeper storage shed to provide welfare accommodation and further storage – Boston Golf Club, Boston Road, Cowbridge
