Minutes of the Frithville with Westville Parish Council Meeting held at Frithville Village Hall on Tuesday 11th March 2025 commencing at 7.30pm

PUBLIC FORUM
There were three members of the public in attendance of which the following questions/short statements were made during the time allocated.

The three members of the public present discussed the amalgamation of Frithville Primary School with New York Primary School to become one new school sited at Frithville. Matters raised was:
•    The thoughts from the parents about the amalgamation
•    Transition and sustainability of the staff and children
•    Parking
•    Speeding of vehicles
•    Working closely with the community and using the resources within the village
•    The future of New York Primary School
•    Quality of education
•    Looking at sponsorship for rebranding to avoid hardship of change of uniform

ELDC Cllr Jones reported the following:
•    ELDC portion of the Council Tax will be raised by 2.97%, equivalent to £171.54 on a Band D property. He relayed that for every £10 received only 78p actually goes towards the District Councils funds
•    Each District Councillor will have a Grant allocation pot of £4000 each in the new financial year
•    ELDC have withdrawn from the negotiations of the Nuclear Waste site at Theddlethorpe.
•    On 1st May 2025 elections will be taking place associated with the new government and voting for a mayor.
•    Ossassin Cable route is planned

LCC/ELDC Cllr Ashton reported the following:
•    Working with the community against the government inicitive in erecting Pylons
•    LCC budget was set at 5% which includes the 2% for Adult Social Care
•    The government housing targets of 150% more which looking at their figures are incorrect as believe they have taken into account caravans into the housing targets
•    Will be talking with LHP regarding the state of the roads associated the with council houses in West Fen Drainside as this area in not owned by LCC

Cllr J Portess welcomed everyone to the meeting.

2.     APOLOGIES FOR ABSENCE AND REASONS GIVEN
All Parish Councillors were on attendance therefore no apologies were required

3.     TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
No declarations were received.

4.     MINUTES OF THE PARISH COUNCIL MEETING HELD ON TUESDAY 12th NOVEMBER 2024
The minutes that were approved at the Parish Council meeting held on Tuesday 14th January 2025 were signed by the Chairman

5.    NOTES OF THE MEETING HELD ON TUESDAY 14th JANUARY 2025
It was proposed by Cllr Maidens, seconded by Cllr Crawford and resolved to accept these notes as a true and accurate record, of which are to be signed at the next meeting.

6.     REPORT FROM ANY OUTSIDE BODIES
ELDC Cllr Jones and LCC/ELDC Cllr Ashton gave their reports earlier in the meeting.

7.     POLICE MATTERS
According to the Police.uk website:
During December 2024 two incidents were reported
1 x Violence and Sexual Offence on or near to Westville Road - Investigation complete; no suspect identified

1 x Other Theft on or near to Fishtoft Drove - Investigation complete; no suspect identified.

It was proposed by Cllr Petchell, seconded by Cllr Needs and resolved that these payments should be made.

9.    PARISH MATTERS
a.    Playing Field

There was nothing to report.

b.    Frithville Primary School
This agenda item was discussed earlier in the meeting.

c.    Car Park Ground Maintenance 2025 to 2027 Tender
One tender has been received in relation to the Car Park Ground Maintenance. The cost would be 5% increase to that from the previous financial year. After discussion it was proposed by Cllr Maidens, seconded by Cllr Petchell and resolved for the tender to be awarded to TA Blackamore Ltd.

d.    Playing Field Ground Maintenance 2025 to 2027 Tender
One tender has been received in relation to the Playing Field Ground Maintenance. The cost would be 5% increase to that from the previous financial year. After discussion it was proposed by Cllr Petchell, seconded by Cllr Smith and resolved for the tender to be awarded to TA Blackamore Ltd.

10.     HIGHWAYS
The issued that were reported via Fix my Street have been dealt with.

11.    PLANNING
a.    S/054/01834/24 – Change of use of existing land to provide an extension to domestic curtilage, erection of a detached garage with a sensory and physio room on the site of existing outbuilding which is to be demolished (works commenced)S/054/01861/24 – Section 73 application to vary condition no. 2 (approved plans), condition no. 3 (external materials) and condition no. 4 (drainage) as previously imposed on planning permission reference S/054/02485/21 for the erection of 1 no. block of 8 no. industrial units and change of use of agricultural land to create an area of hardstanding for the storage of containers and caravans

The Planning Forum was perusing this application.

Two additional planning applications have been received:
•    S/086/00283/25 Consultation from the Planning Inspectorate on the Scoping Opinion in relation to Ossian Off-shore Wind Farm
•    S/054/00301/25 Alterations to existing dwelling to provide a porch – Slate House, Canister Lane, Frithville
The Planning Forum were perusing these applications.

b.    Report on any Planning application Information/Decisions
Approval has been given of Section 73 application to vary condition no. 2 (approved plans), condition no. 3 (external materials) and condition no. 4 (drainage) as previously imposed on planning permission ref: S/054/02485/21 for the erection of 1 no. block of 8 no. industrial units and change of use of agricultural land to create an area of hardstanding for the storage containers and caravans – Cowbridge Business Park, Boston Road, Cowbridge, Boston

13.    ANY OTHER MATTERS FOR DISCUSSION ONLY
Cllr J Portess relayed that he has spoken with a representative from Witham Fourth relating to matters with the parish.

A quote had been received relating to the additional fence surrounding the car park for £1477 plus VAT. It was decided to try and obtain an additional quote for comparison to be decided at next meeting.

14.    DATE OF THE NEXT MEETING
a.    Date of next meeting

As previously scheduled the next Frithville with Westville Parish Council meeting will be the Annual Meeting on Tuesday 13th May 2025 which will immediately follow the Annual Parish Meeting which will be commencing at 7pm.

There being no further business the meeting finished at 9.14pm
