Minutes of Frithville with Westville Parish Council held via zoom on Tuesday 12th January 2021 commencing at 7.30pm

PUBLIC FORUM
There was one member of the public present.
The Headmaster to Frithville Primary School firstly wished everyone a Happy New Year and then reported the following:
- All was wonderfully doing well at the school prior to the new lockdown. The Primary school is still open for the vulnerable and key workers children and under current circumstances all is going well.
1. REMARKS BY CHAIRMAN
Cllr Clark welcomed everyone to the meeting.
2. APOLOGIES FOR ABSENCE AND REASONS GIVEN
Cllr Maidens forwarded his apologies for absence of which the Parish Councillors were aware of the reason of which it was resolved to accept this reason.
3. TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
Cllr J Portess declared an interest in Item 8a on the agenda.
4. NOTES OF THE MEETING HELD ON TUESDAY 10TH NOVEMBER 2020 TO BE APPROVED AS THE MINUTES AND TO BE SIGNED BY THE CHAIRMAN
It was proposed by Cllr Needs, seconded by Cllr J Portess and resolved to accept these notes as a true and accurate record.
5. REPORT FROM ANY OUTSIDE BODIES
ELDC Cllr Jones reported the following:
- Sites in the ELDC region have been allocated to give the Covid vaccine inoculations.
- The Green Waate bins are due for renewal as a cost of £40.
LCC/ELDC Cllr Ashton reported the following:
- Social care and Children's services are currently operating as normal.
- Support in the county is available for those of domestic abuse.
- Fire crews are available on standby to help where additionally needed to help where necessary.
- Recycling waste centres are open though you do need to book online and register before going.
- During the past year the Planning Committee had removed the right to public speaking at the virtual meetings. Now that system is running effectively there is no need for the exclusion of the public aspect to continue. They have been able to join in successfully during Licensing Committee meetings therefore the next Planning Committee meeting wil be a trial to see if this would be as efficient.
- A consultation of the Local Plan will be occurring in the next couple of months.
6. POLICE MATTERS
According to the Police.uk website the following incidents were reported:
October 2020
2 x Burglary on or near to Carrington Road - Investigation complete; no suspect identified. There is insufficient evidence to bring anyone to justice at this time. The investigation may be reopened if more information becomes available.
November 2020
1 x Burglary on or near to Horncastle Road - Still under investigation.
1 x Burglary on or near to Westville Road - Still under investigation.
1 x Violence and Sexual Offence on or near to Hale Lane - Still under investigation.
2 x Violence and Sexual Offence on or near to Carrington Road - Still under investigation.
7. HIGHWAYS
a. Junction of Canister Lane, Carrington Road and Westville Road
Cllr Clark informed that he had received an email from a resident, which has additionally been circulated among the Parish Councillors regarding improving this junction of Canister Lane, Carrington Road and Westville Road. Cllr Clark thereby asked is this something that the Parish Council wished to back.
Additionally, the question was asked "Wouldn't it be best to have a roundabout in this area?"
LCC Cllr Ashton said that a mini roundabout would not be beneficial as Highways are not very keen on them due to safety issues.
Various matters associated with this area was discussed including speeding and the "Give Way" sign possibly would be better as a "Stop" one instead.
LCC Cllr Ashton stated that he would get Highways to review this area especially the layout and signage. He also said he will get them to look at the speed issues through the village also.
Other matters discussed:
- With the overflow of the glass recycling bins it may be more effective if they are permanently removed, especially with the excessive fly tipping as it's now an eyesore and hazard to health with bins broken and unsuitable.
8. PLANNING
a. S/054/02216/20 - Outline erection of 2 no. Dwellings with means of access to be considered - Land adjacent to Chapel Bungalow, Main Road, Frithville
This planning application was perused by the Planning Forum for their observations.
b. Report on any Planning application Information/Decisions
There was no information or planning application decisions to report.
9. PARISH MATTERS
a. Car Park - Quote to resurface
A quote has been received for resurfacing the car park. This was discussed to see whether to pursue with this at the present time. It was deemed that it would be best to get this done as if left it would probably accumulate and be more expensive at a later date.
It was thereby proposed by Cllr J Portess, seconded by Cllr N Portess and resolved to accept this quote and progress with matter early in the new financial year.
b. UIpdate on Willow Tree cut
No information has been received in regards to when this matter will be dealt with.
c. Playing Field Grass Cutting - Quotes for New Contract
Two quotes have been received. After deliberation it was proposed by Cllr Needs, seconded by Cllr J Portess and resolved to go with the quote received from TA Blackamore Ltd.
10. FINANCIAL MATTERS
a. Financial Report
The balance of the Treasury account before any payments are made is £4342.69 and that of the Reserve account is £4172.66.

It was proposed by Cllr Petchell, seconded by Cllr J Portess and resolved that these payments should be made.

12. ANY OTHER MATTERS FOR DISCUSSION ONLY
The following matters were discussed:
- Fly tipping constantly being reported. Though dealt with once recorded the matter is constantly reoccurring.
- Police activity has been seen near to the Council Houses.
13. DATE OF THE NEXT MEETING
a. To set dates of the 2021 meetings
The date of the next Frithville with Westville Parish Council as previously scheduled is Tuesday 9th March 2021.
