Minutes of Frithville with Westville Parish Council meeting held via Zoom on Tuesday 9th March 2021 commencing at 7.30pm

PRESENT:             Cllr S Clark presiding as Chairman                             

                  Cllr J Portess, Cllr B Needs, Cllr G Petchell, Cllr N Portess and A Berwick

PUBLIC FORUM

There was one member of the public present

The Headmaster to Frithville Primary School firstly wished everyone a Happy New Year and then reported the following:

  • All now are back at school with self-home testing which has been fantastic for both the pupils and staff.  Reports from the community and parents have been good and grateful for the school has done and believes that new leaf of respect for what actually the teachers do.  Hopefully, this is the last lockdown but will carry on as much as they can with looking at starting the curriculum properly soon.
  • The whole of the school has now been rewired and decorated. 
  • All staff have had their first inoculation.
  • Speeding outside school is still ongoing.  He reported that he has been outside with his Hi-Viz to be seen by all.  Queried if signage advertising the school in the vicinity would help.
  • Also requested if it would be ok to put up a banner on the bridge advertising the school.

The Parish Councillor said it may be beneficial if the school themselves could write to appropriate authority passing on their concerns.

1.            REMARKS BY CHAIRMAN            

Cllr Clark welcomed everyone and to record the Parish Councils condolences to the Crawford family on their loss of Robert Crawford.

2.            APOLOGIES FOR ABSENCE AND REASONS GIVEN

Cllr Maidens forwarded his apologies for absence of which the Parish Councillors were aware of the reason of which it was resolved to accept this reason.

3.            TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS

There were no declarations received.

4.            NOTES OF THE MEETING HELD ON TUESDAY 12th JANUARY 2021 TO BE APPROVED AS THE MINUTES AND TO BE SIGNED BY THE CHAIRMAN

It was proposed by Cllr J Portess , seconded by Cllr Petchell and resolved to accept these notes as a true and accurate record.

5.            REPORT FROM ANY OUTSIDE BODIES

No apologies or reports were received from either ELDC Cllr Jones or LCC/ELDC Cllr Ashton.         

6.            POLICE MATTERS

According to the Police.uk website the following incidents were reported:

December 2021

5 x Anti-social behaviour incidents were reported on or near to Westville Road - No crime details are given for this type of incident.

Two incidents were report on or near to Park View

1 x Criminal Damage and Arson – Still under investigation

1 x Violence and Sexual Offence - Unable to prosecute suspect.  This could be for several reasons, e.g., the prosecution considers there is insufficient evidence to provide a realistic prospect of conviction.

January 2021

1 x Public Order was reported on or near to Park Lane – Still under investigation

1 x Anti-social behaviour incident was reported on or near to Willows Lane - No crime details are given for this type of incident.

7.            HIGHWAYS

Cllr Petchell said that the interactive sign near to Richardson’s Bridge that was knocked down post is still there and queried if this were going to be replaced and if not when the post would be removed.

The pothole near to the Church has been fixed but several within the area have not been.  Feel that this section of road needs resurfacing.

8.            PLANNING

One planning application has been received since the setting of the agenda which is being perused by the Planning Forum. N/110/01549/17 – Works to facilitate the Viking Link electrical interconnector with an approximate capacity of 1400 megawatts extending from Revsing, Jutland (Denmark) to Bicker Fen, Lincolnshire – Viking Link National Grid, Sandilands (to Bicker Fen), Mablethorpe

a.            Report on any Planning application Information/Decisions

East Lindsey District Council is undertaking a partial review of the East Lindsey Local Plan 2018 in line with policy SP29 of the Plan. The East Lindsey Local Plan will set out the policies against which planning applications are considered and identify land for development.  The date of the consultation ends at 5pm on 12th April 2021.

There were no other planning application information or decisions.

9.            PARISH MATTERS

a.            Car Park Maintenance Quotes

Three quotes were received to maintain the car park area.  After deliberation it was proposed by Cllr Petchell, seconded by Cllr Berwick and resolved to accept the quote received from TA Blackamore Ltd.      

At 7.58pm it was resolved to go back to Item 5 on the agenda

ELDC Cllr Jones reported the following:

  • Government Town Centres Grants have awarded £47m to Skegness and Mablethorpe following their bid to improve the areas.
  • The Local Plan is out for consultation.
  • £2.2m secured to reduce East Lindsey's Carbon Footprint and help address fuel poverty
  • Councillor Community Grants will be available again in the new financial year.

Cllr Clark discussed with Cllr Jones the Local Plan for more clarity of the Parish Council’s views.

It was proposed by Cllr Needs, seconded by Cllr N Portess and resolved that these payments should be made.

 

At 8.11pm it was resolved to go back to Item 8 on the agenda to discuss the Local Plan further

Several points were made and discussed especially associated with Flood risk zone before it was decided to draft a copy response to be circulated for approval before the clerk forwards the Parish Council’s Consultation reply.

                Cllr Petchell asked if there was an update in relation to the Willow Tree being cut?

The date of the next Frithville with Westville Parish Council as previously scheduled is Tuesday 11th May 2021.
