Minutes of Frithville with Westville Parish Council held via zoom on Tuesday 13th July 2021 commencing at 7.30pm

PUBLIC FORUM
There were two members of the public present of which the following questions or short statements were made.

The Headmaster to Frithville Primary School reported the following:
•    It has been an interesting 18 months.  Fingers crossed things are coming to an end, but the current guidelines will remain for the remainder of term and when the new school year starts for the time being in September.
•    More pupils will be joining the school come September despite not being able to open the school to the public to physically look around and experience the activities and curriculum first-hand.
•    Building work at the school is currently on hold, especially with costs going up.  
•    It has been a difficult year several plans have had to be reduced due to staffing and tutoring rescheduled.  
•    Proud of the support that has been given by the parents and from the Trust.
•    Closer links have been associated with other schools around the country and with the aid of Zoom being in contact with them directly without the need for travelling has been beneficial.
•    A new website is set to be up, and running come September, with the aim of massively publishing the school ready for the 2022/2023 new school year.

1.     REMARKS BY CHAIRMAN
    Cllr Clark welcomed all for attending this evening’s meeting.  The Car Park is looking a lot better and thanked Cllr J Portess for his help and support with this.

2.     APOLOGIES FOR ABSENCE AND REASONS GIVEN
Cllrs Berwick, Crawford and Petchell forwarded their apologies for absence of which the Parish Councillors were aware of the reasons of which it was resolved to accept this reason.

3.     TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
    Cllrs J Portess declared an interest in Item 8b on the agenda.

4.     NOTES OF THE MEETING HELD ON TUESDAY 11th MAY 2021 TO BE APPROVED AS THE MINUTES AND TO BE SIGNED BY THE CHAIRMAN
It was proposed by Cllr J Portess, seconded by Cllr N Portess and resolved to accept these notes as a true and accurate record.

5.    REPORT FROM ANY OUTSIDE BODIES
ELDC/LCC Cllr Ashton sent his apologies as he was away at the time of the meeting.  He forwarded the following report which was read by the Chairman to the Parish Council.
•    LCC are putting an additional £10m into Highways this year, over and above what is already budgeted.  This is because of the underspend in other areas.  This extra money is to go towards the maintenance on B, C and unclassified road as the A roads is sufficiently protected in the regular budget.
•    South Holland District Council have requested to join the Strategic Alliance currently between ELDC and Boston Borough Council, which will aid in savings across all three districts.

6.    POLICE MATTERS
According to the Police.uk website the following incidents were reported:
April 2021
Two incidents were reported on or near to Westville Road
1 x Anti-social behaviour incident – No crime details are given for this type of incident.
1 x Public Order – Still under investigation

One incident of Anti-social behaviour – No crime details are given for this type of incident.

No incidents were reported during May 2021.

7.     HIGHWAYS
    The following issues were reported:
•    The B1183 is due for resurfacing up to Shorts Corner.  Clerk asked to see if plans for this to be done is scheduled.
•    Thackers Road needs attention
•    Footpaths in the village need resurfacing.  Need a representative from Highways to come and meet with the PC and talk about matters.

8.    PLANNING
a.    S/054/00967/21 – Erection of 3 no. detached houses – Land at Westville Road, Frithville

    Planning permission has been granted by ELDC in association with this planning application.

b.    Report on any Planning Application information/decisions
Full planning permission has been granted for the following:
i.    Erection of a boundary fence and access gates to the maximum height of 1.8m – Cedar Lodge, Main Road, Frithville
ii.    Extension and alterations to existing dwelling to provide alterations to the existing roof and sunroom – Ashley, Frith Bank, Frithville, Boston
iii.    Change of use of land from caravan storage to storage of building materials – Land adjacent to Royce Dene, West Fen Drainside, Frithville

Outline erection of 2 no. dwellings with means of access to be considered – Land adjacent to Chapel Bungalow, Main Road, Frithville has been refused planning permission.

9.    PARISH MATTERS
a.    War Memorial fencing following accident

    After discussion it was decided to obtain quotes for replacement U shaped fencing with a gate.

b.    Queen’s Platinum Jubilee
    This item was deferred to the next meeting.

10.    FINANCIAL MATTERS
a.    Financial Report

The balance of the Treasury Account after receiving the precept, deduction of the payment to ICO in association with Annual Data Protection Fee of £35 and before any other payments are made is £5110.05 and that of the Reserve Account is £4172.94.

It was proposed by Cllr Needs, seconded by Cllr Maidens and resolved that these payments should be made.

12.    ANY OTHER MATTERS FOR DISCUSSION ONLY
The following matters were discussed:
•    The Cupola should be put back on to St Peter’s Church.  It has been off far too long.
•    The posts to the fencing surrounding the Car Park need replacing as they are loose and in need of general repair.
•    The Grass outside the Council Houses need maintaining
•    The grass along the bank opposite the school needs attention
•    Query raised in regard to the properties owned by Crawford’s will be either demolished or refurbished
•    Cllr Roberts reported on the recent virtual Viking Link Committee meeting
•    The grass associated with the new houses near to the bridge have not been cut
•    Trees in Playing Field need maintaining as they are getting quite large

13.    DATE OF THE NEXT MEETING
The date of the next Frithville with Westville Parish Council as previously scheduled is Tuesday 14th September 2021.
