Minutes of Frithville with Westville Parish Council held via zoom on Tuesday 14th September 2021 commencing at 7.30pm

PUBLIC FORUM
There were no members of the public present to ask any questions or make short statements
1. REMARKS BY CHAIRMAN
Cllr Clark welcomed all for attending this evening’s meeting.
2. APOLOGIES FOR ABSENCE AND REASONS GIVEN
Cllr Crawford forwarded her apologies for absence of which the Parish Councillors were aware of the reason of which it was resolved to accept this reason.
3. TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
Cllrs N Portess declared an interest in Item 8b on the agenda.
4. NOTES OF THE MEETING HELD ON TUESDAY 13th JULY 2021 TO BE APPROVED AS THE MINUTES AND TO BE SIGNED BY THE CHAIRMAN
It was proposed by Cllr J Portess, seconded by Cllr J Maidens and resolved to accept these notes as a true and accurate record.
5. REPORT FROM ANY OUTSIDE BODIES
ELDC Cllr N Jones reported the following:
• Boston Household Waste Recycling Centre is now open without appointment.
• South Holland District Council has now joined the amalgamation with ELDC and Boston Borough Council.
• Fibre optic broadband is now available to all, though the speed would depend on the provider
LCC/ELDC Cllr T Ashton reported the following:
• Currently waiting for a site meeting in regards to the potential resurfacing of B1183.
• Theddlethorpe is one of five sites being considered for permanent underground storage of nuclear waste. This is going to be a long process with various consultations and a referendum before any decision is made.
• Lincolnshire Archives is now open to the public on a Saturday as well as they are currently are on a Tuesday and Thursday.
• LCC are currently working on a carbon strategy to be carbon neutral by 2050.
Cllr Clark asked why isn’t there a consultation going ahead now in relation to the potential nuclear waste site to see actually what the publics views are?
Cllr Ashton replied that research still needs to be done first before so that all information can be provided.
Cllr Needs asked will it only be UK wasted or would other countries be considered?
Cllr Ashton replied that it is more likely just be that from the UK only.
6. POLICE MATTERS
According to the Police.uk website the following incidents were reported:
June 2021
Two incidents were reported
1 x Violence and Sexual Offence on or near to Carrington Road. - Unable to prosecute suspect. This could be for several reasons, e.g., the prosecution considers there is insufficient evidence to provide a realistic prospect of conviction.
1 x Burglary on or near to Westville Road. Investigation complete, no suspect identified - There is insufficient evidence to bring anyone to justice at this time. The investigation may be reopened if more information becomes available.
July 2021
Four incidents were reported
2 x Violence and Sexual Offence on or near to Carrington Road – Still under investigation
2 x Violence and Sexual Offence on or near to Thacker’s Road - Unable to prosecute suspect. This could be for several reasons, e.g., the prosecution considers there is insufficient evidence to provide a realistic prospect of conviction.
7. HIGHWAYS
The following issue was reported:
There potholes down Thacker’s Road are really large and urgently in need of being dealt with.
8. PLANNING
a. S/054/01535/21 – Change of use and conversion of existing outbuilding to provide a dog grooming parlour – Fairgayme, Fishtoft Drove, Frithville S/054/00967/21 – Erection of 3 no. detached houses – Land at Westville Road, Frithville
There were no objections to this application.
b. S/054/01857/21 – Outline erection of 1 no. dwelling (with means of access to be considered) – Ivy House, Carrington Road, Frithville
This application was still being reviewed by the Planning Forum.
c. Report on any Planning Application information/decisions
No Planning application information or decisions have been received.
9. PARISH MATTERS
a. War Memorial fencing following accident – update
Acknowledgement has been received from Zurich that they have received the claim form.
b. Queen’s Platinum Jubilee
This was item was discussed and considerations were discussed such as planting a tree, commemorative bench or planters.
c. Anti-social behaviour
There was nothing to discuss.
d. Trees within Play Area
These need trimming, the clerk was asked to get quotes for the work to be done.
10. FINANCIAL MATTERS
a. Financial Report
The balance of the Treasury Account before any payments are made is £4745.05 and that of the Reserve Account is £4172.94.

It was proposed by Cllr Petchell, seconded by Cllr J Portess and resolved that these payments should be made.

• The footpath along the village needs serious attention.
• To forward a letter to ELDC Planning regarding the St Peter’s Church Cupola

The date of the next Frithville with Westville Parish Council as previously scheduled is Tuesday 9th November 2021.
