Minutes of the Frithville with Westville Annual Parish Council Meeting held outside in the Car Park opposite the Village Hall on Tuesday 11th May 2021 commencing at 7.30pm

PUBLIC FORUM
There were no members of the public present to ask questions or make short statements.

1.     ELECTION OF CHAIRMAN FOR THE FORTHCOMING FINANCIAL YEAR – INCLUDING SIGNING OF THE DECLARATION
    It was proposed by Cllr Petchell, seconded by Cllr N Portess and resolved that Cllr S Clark should by the Chairman of the Parish Council for the forthcoming year.

2.    ELECTION OF VICE CHAIRMAN FOR THE FORTHCOMING YEAR
    It was proposed by Cllr Clark, seconded by Cllr Crawford and resolved that Cllr J Portess should by the Vice Chairman of the Parish Council for the forthcoming year.

3.     APOLOGIES FOR ABSENCE AND REASONS GIVEN
Cllr Berwick forwarded his apologies for absence of which the Parish Councillors were aware of the reason of which it was resolved to accept this reason.

4.     TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
    Cllrs N and J Portess declared an interest in Item 7 on the agenda.

5.     NOTES OF THE MEETING HELD ON TUESDAY 9th MARCH 2021 TO BE APPROVED AS THE MINUTES AND TO BE SIGNED BY THE CHAIRMAN
It was proposed by Cllr Needs, seconded by Cllr J Portess and resolved to accept these notes as a true and accurate record.

6.    AUDIT OF ACCOUNTS FOR 2020/2021 FINANCIAL YEAR 
The accounts for the year ending 31st March 2021 have been perused and signed off sufficiently justified with records fully completed and accurately supported with the relevant documentation by the Internal Auditor.   

All sections have been circulated among the Parish Councillors for resolution to be officially signed off before all relevant documentation can be the forwarded as legally required to the External Auditor PKF Littlejohn.

a.    Resolution of Section 1 – Annual Governance statement
    This section was reviewed, assessed, agreed and signed.

b.    Resolution of Section 2 – Accounting statement
    This section was reviewed, assessed, agreed and signed.

c.    Resolution of Certificate of Exemption
    This section was reviewed, assessed, agreed and signed.

7.    CLERK’S REPORT
According to the Police.uk website the following incidents were reported:
February 2021
No incidents were reported

March 2021
Five incidents were reported on or near to Westville Road
4 x Criminal Damage and Arson.
Three investigations complete as there is insufficient evidence to bring anyone to justice at this time. The investigation may be reopened if more information becomes available. 
One still under investigation
1 x Anti-social behaviour incident – No crime details are given for this type of incident.

1 x Violence and Sexual Offence on or near to West Fen Drainside – Unable to prosecute suspect.  This could be for several reasons, e.g., the prosecution considers there is insufficient evidence to provide a realistic prospect of conviction.

The following Planning applications were received since the last meeting that were reviewed by the Planning Forum
i.    S/054/00414/21 - Erection of boundary fence and access gates to the maximum height of 1.8m – Cedar Lodge, Main Road, Frithville
ii.    S/054/00516/21 - Extension and alterations to existing dwelling to provide alternations to the existing room and sunroom – Ashley, Frith Bank, Boston
iii.    S/054/00534/21 – Change of use of land from caravan storage to storage of building materials – Land adjacent to Royce Dene, West Fen Drainside, Frithville

8.    FINANCIAL MATTERS
a.    Parish Council Insurance renewal

The Parish Council insurance is up for renewal.  Zurich Municipal have quoted us the following £372.46.  However, if we wish to enter into a Long-Term Agreement the quotes were £367.14 for a three-year agreement and £361.82 for a five year one.

It was proposed by Cllr Petchell, seconded by Cllr N Portess and resolved to enter into a Five-year Long-Term Agreement following answer to queries raised. 

b.    To approve payments to be made
The balance of the Treasury account prior to the precept being received and before any payments are made is £2515.19 and that of the Reserve Account is £4172.86

It was proposed by Cllr Petchell, seconded by Cllr J Portess and resolved that these payments should be made.

9.    DESIGNATED POWERS
It was proposed by Cllr J Portess, seconded by Cllr N Portess and resolved that Designated Powers of Parish Council business including Financial decisions to be given to the Chairman and Clerk until normal Standing Orders can resume.

10.    DATE OF THE NEXT MEETING
a.    To set dates of the 2021 meetings

The date of the next Frithville with Westville Parish Council as previously scheduled is Tuesday 13th July 2021.
