Minutes of Frithville with Westville Parish Council held via zoom on Tuesday 30th November 2021 commencing at 7.30pm

PUBLIC FORUM
There were two members of the public present of which the following questions or make short statements were made.

The headmaster of Frithville Primary School reported the following:
•    Several changes have occurred over the past eighteen months to help improve things at the school.
•    There are currently 42 pupils. Unfortunately, the school  are unable to advertise to invite people to look around the school in person for future attendees due to the pandemic. 
•    The school are hoping to hold a street party for the Queen’s Jubilee celebration in June and will be applying for road closure within the vicinity.
•    Money has been received from Viking Link grant which will be used to help enhance the front of the school.

ELDC/LCC Cllr T Ashton said he will help in the support of the Jubilee celebrations.

The clerk from Carrington with New Bolingbroke Parish Council relayed that the councillors are looking to having training with LALC but are unable to do this via zoom. As long as there is sufficient number of attendees, LALC are willing to hold this training at a venue and asked if Frithville with Westville Parish Council be interested in joining.

Cllr Clark asked the clerk to put this on the next agenda to be discussed.

1.     REMARKS BY CHAIRMAN
    Cllr Clark welcomed all for attending this evening’s meeting. He additionally thanked both Portess councillors for removing of the damaged railings at the War Memorial so that the Remembrance Service could be held.

2.     APOLOGIES FOR ABSENCE AND REASONS GIVEN
Cllr Crawford forwarded her apologies for absence of which the Parish Councillors were aware of the reason of which it was resolved to accept this reason.

Cllr Berwick forwarded his resignation to the Chairman.

3.     TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
    Cllrs J and N Portess declared an interest in Item 8a on the agenda.

4.     NOTES OF THE MEETING HELD ON TUESDAY 14th SEPTEMBER 2021 TO BE APPROVED AS THE MINUTES AND TO BE SIGNED BY THE CHAIRMAN
It was proposed by Cllr Maidens, seconded by Cllr Petchell and resolved to accept these notes as a true and accurate record.

5.    REPORT FROM ANY OUTSIDE BODIES
LCC/ELDC Cllr T Ashton reported the following:
•    There is currently an NHS consultation on Orthopaedic surgery across Lincolnshire,
Urgent and emergency care at Grantham and District Hospital, Acute medical beds at Grantham and District Hospital and Stroke services across Lincolnshire
•    The works at Holdingham roundabout are on course to be completed in December.
•    The budget is under a lot of pressure especially as the Drainage Board are increasing their share in the Council Tax therefore a proposal has been made to increase the charge for Green Waste and cannot continue to be subsidised. The current fee has been held for the past three years
•    The fees for the Public Toilets along coast will be increase to 40p.
•    The applicant of Chapel Bungalow has asked for his planning application to be brought before the Planning Committee

Cllr J Portess asked about the Flood zone issues of which Cllr Ashton replied that the District Council are hoping to change the scrutiny  and differentiate between coastal and inland areas.

Cllr N Portess raised a query about the protection of Nuclear Plant is approved and Cllr Roberts asked about information regarding Sea defences of which Cllr Ashton conveyed a response.

6.    POLICE MATTERS
According to the Police.uk website the following incidents were reported:
No incidents were reported in the Parish during August and September  2021

During October 2021 two incidents were reported
One incident of Criminal Damage/Arson on or near Westville Road – Still under investigation
One incident of associated with Drugs on or near to Park View – Waiting court outcome

7.     HIGHWAYS
    It was reported that the footpaths through the village are getting narrower and disappearing.

8.    PLANNING
a.    S/054/01969/21 – Outline erection of 2 no. dwellings (with means of access to be considered) – Land adjacent to Chapel Bungalow, Main Road, Frithville
b    S/054/02038/21 – Change of use of land to form an extension to the existing domestic curtilage and the erection of a detached garden room – Hawthorn House, Westville, Frithville  
 
These applications were being reviewed by the Planning Forum.

c.    Report on any Planning Application information/decisions
    Full planning permission has been granted to the following:
•    Change of use and conversion of the existing outbuilding to provide a dog grooming parlour – Fairgayme, Fishtoft Drove, Frithville

9.    PARISH MATTERS
a.    War Memorial fencing following accident – update 

Additional information had been requested from the Insurance company in respect to the quotes received.

b.    Queen’s Platinum Jubilee
It was agreed that once more firmer plans were know from Frithville Primary School relating to the street party that the Parish Council would look into contributing to the event.

c.    Trees within Play Area
    This item was deferred until the next meeting.

10.    FINANCIAL MATTERS
a.    Financial Report

The balance of the Treasury Account before any payments are made is £4369.65 and that of the Reserve Account is £4173.08.

It was proposed by Cllr Petchell, seconded by Cllr Needs and resolved that these payments should be made.

c.    Set precept for 2022/23 Financial Year
After analysing the proposed budget and deliberation it was agreed to set the precept for 2022/2023 Financial Year at £7000.

    No other matters were discussed

13.    DATE OF THE NEXT MEETING
The date of the next Frithville with Westville Parish Council as previously scheduled is Tuesday 18th January 2022
